Purpose of the Role

Provides a professional lead on relationships with partnersand provides impartial, solution focused advice within partnerships to achieveagreed and responsive Local investment plans.

To work with local stakeholders to facilitate effectivedelivery of agreed investment priorities.

The primary focus will be to ensure that the areas achieveagreed objectives and targets, understand the strategies of local partners(e.g. local authorities) and use such knowledge to plan and deliver relevantprojects and programmes, adding maximum value to the Local Investment Plans. Inaddition the jobholder will ensure that the area teams respond to communities,local authorities, LEPs and other local partnerships aspirations.

Note: this is anextended grade that will have salary level linked to skills and determinedresponsibilities, which may include management of team members when directed.

Main Duties and Key Accountabilities of the jobholder

Development grade

Support colleagues & partners on the development of LIPsand HCA business in local areas, understanding local market conditions andhousing needs.

To help develop and maintain effective relationships withpartners within the area and to support communities in meeting their localpriorities and aspirations by ensuring the effective management and deploymentof their expertise and resources.

Build on our knowledge about local areas to effectivelytarget our offer of support to meet local needs.

Participate positively in maintaining and strengtheningrelationships with Local Authorities, housing and regeneration partners in theArea through regular communication and feedback with all partners.

Support partners to ensure the delivery of overall housingsupply and regeneration, decent homes, land and property development, publicand private sector financial investment.

Manage programmes and projects to bring development schemesforward and keep delivery on track. This includes being accountable for allexpenditure and targets in terms of outputs, receipts and milestones andmonitoring, maintaining progress and reporting against priority targets andmilestones.

Core grade (as above plus)

Deliver LIPs that are aligned with HCA’s corporate businessplan priorities, with LEPs and LAs to deliver their targets for growth andregeneration, and to deliver government initiatives.

To report monthly, and as required, to the Head of Area onthe delivery of LIPs.

Ensuring that the relationship with the HCA is for the longterm, the full duration of a strategy or lifecycle of a project, andmaintaining flexibility in the offer to our partners as new challenges arise.

Support local authorities to build capabilities and capacityin the delivery of high quality sustainable developments through robust projectmanagement, master planning and collaborative design. This will include resolving issues that areslowing or preventing the achievement of partners’ ambitions.

Using commercial and professional experience to evaluate,manage and deliver HCA programmes and projects and to provide technicalexpertise to maximise HCA investment.

Using commercial and professional experience to act acritical friend to provide constructive challenge and work with partners toevaluate local priorities and targets.

To support the effective use and a management of public landassets to the maximum benefit of local communities.

To support the Head of Area in providing financial andoption appraisals, commercial skills, business acumen and innovation topartners to deliver cost effective development solutions.

Manage the procurement of services required by the programmeor project in line with the HCA’s procurement procedures.

To ensure that all managed asset and resources areappropriately safeguarded and utilised and risk management is embedded in allaspects of delivery and reporting.

Work on area, national and corporate thematic projects asspecified.

Additional Skills – extended grade (as above plus)

Lead and accountability for relationship with major localauthorities – establishing andmaintaining close working relationships at Local Authority CEO and PortfolioHolder level for LEP partnerships.

Lead and accountability for highly significant schemes orprojects of a complex nature, including project initiation and management

Managing high profile external partnerships – managing /responsibility for relationships with major external partners includingGovernment Agencies, Registered Providers, Housebuilders and Developers,Funding bodies and Financial Institutions.

Leading / responsibility for negotiation of complexcommercial agreements including development and funding agreements extending toinnovative asset backed models and local regeneration programmes.

Commissioning and coordination of the enabling offer on behalf of wider area – responsible forcommissioning and marshalling the full range of enabling services including ATLASin localities to include LEPs, Sub regions, single or grouped LocalAuthorities.

Professional leadership – line management, development,mentoring and coaching of team members including knowledge and skills transferacross the range of professional competencies.

Deputise for the Head of Area or others as required
