We are in the next phase of our Business Improvement Programme and a great deal has already been achieved. We are now creating a role of COO to make further improvements, and lead in the integration of two large successful departments into one seamless Operations Directorate.

Reporting to the Chief Executive, you will be responsible for a broad range of services, all committed to providing excellent customer service, to our community. Working through 9 direct reports, you will oversee a Directorate of approximately 600 staff.

The directorate will bring together all of our ‘customer facing’ departments, for both internal and external customers that are currently housed in our Resources and Environment Directorates. You will be responsible for ensuring that people, process and technology are combined to enable the council to continue to drive up resident satisfaction whilst driving down council tax levels.

Your role is to ensure that the services are delivered in the most cost effective and efficient way through the optimisation of lean thinking, technological enhancement, and managing cultural change effectively. To do this, you will be expected to demonstrate drive and develop positive working relationships with elected councillors, directors, senior managers and external partners.

Your sector background is not important; provided you can demonstrate that you currently operate at a strategic level and have the ability to make an effective transition into local government. We are looking for someone with a successful track record of business improvement and change management, with previous experience of leading corporate transformation programmes.
