Brighton & Hove City Council is responsible for investing around £20-30 million each year in planned maintenance to its residents’ homes (12,500 tenants and 2,500 leaseholders) and delivering major work schemes to support key strategic objectives of providing decent homes, reducing inequality, improving the sustainability and energy efficiency of our stock.
Following a recent re-organisation the Property & Investment team is now looking to strengthen its delivery of major projects. The Contract Compliance Manager will have a key role and responsibility as the lead client for managing our Partnering service providers to ensure the delivery of a high quality repair and maintenance services for tenants and leaseholders, which demonstrates value for money. The right person for the job will invigorate the Contract Compliance Team and lead on implementing the tools, culture and governance required not only to ensure projects are delivered on time, budget and specification but which enables a high performing team that is viewed as a centre of excellence.
Proven team leadership experience is therefore essential, as is the ability to liaise with and influence stakeholders at the highest levels. You will be leading a Contract Compliance team that includes Quantity surveyors, Clerk of Works, Health & Safety Manager, Project Manager and Contract Compliance Officer. The Compliance team works very closely with the Asset, Partnership and the Energy & Engineering teams and takes responsibility for overseeing the delivery of council housing’s most significant capital investment projects for example a programme of lift installations, windows, roofing and cladding.
An impressive track record of programme management and delivering key building construction and design projects is critical, along with a solid understanding of contract management, with evidence of enabling strategic projects and activities through an external supply chain. You will be delivering business critical projects which are aligned to wider corporate strategy and will meet with and manage the expectations of local resident representatives and councillors.
