Purpose of the Role
Give a brief overview of the job, its context in the HCA and the contribution it makes
- Provide an effective Estates Management service for HCA’s land and property portfolio.
- To support the effective use and management of public land assets to the maximum benefit of local communities.
- To develop, implement and manage risk based estate management systems across all of HCA’s land and property portfolio. To ensure all areas of estate management risk are identified, managed to ensure statutory compliance and audited & recorded with systems fully accessible when required for review.
Main Duties and Key Accountabilities of the jobholder
- To assist in the delivery of an effective and efficient Estate Management service across HCA’s land and property portfolio, ensuring the principles of value for money, best practice and health and safety and risk management are adhered to.
- To develop and as appropriate implement estate strategies that optimise income, minimise costs and mitigate risk and liability.
- To provide specialist support to local teams in meeting their delivery objectives including the preparation of reports and recommendations
- Implement all changes required by new legislation relevant to and having an effect on HCA’s property portfolio.
- Assisting in the preparation, control and management of the Estate Management budget and project holding costs.
- Contribute to the effective procurement of contractors in line with HCA’s procedures.
- Carry out landlord and tenant related activities as required in order to maximise rental income and compliance with lease terms.
- Undertake Health and Safety Audits and Risk Assessments across the portfolio and implement where necessary corrective measures ensuring compliance with Statutory Health and Safety and related legislation.
- Responsibility for managing site contracts principally relating to Site Security, Landscape Maintenance, Demolitions and general small works repairs contracts.
- Working with the Community Asset Advisor and the Senior Asset Manager, explore opportunities to transfer community related assets that contribute to meeting local housing and regeneration ambitions.
- To undertake other property and Estate Management duties that the Senior Asset Manager or Head of AMES may from time to time require.
Working Relationships and Contacts
Developing and maintaining important operational relationships with Local team project managers over estate plans plus central assurance and monitoring teams to ensure compliance with statute, regulation and policy.
