Our large South Yorkshire based Public Sector client have recently won some funding to pilot a new skills framework project which may ultimately be used by neighbouring organisations in the area. This is initially a 5 month post but our client is likely to secure extra funding which could extended the post by another 12-18 months. The successful candidate will be working in a standalone capacity and the first stage of the project will require development of job and person profiles, based around developed job families and profiles. They will subsequently be responsible for the design and incorporation of a skills framework into the person specifications.
Day to day duties and responsibilities will include:
- Translate the job families and profiles into new job and person profiles capable of being used in recruitment.
- Incorporate manager and employer competencies into the new job and person profiles.
- Research best practice in skills framework development, and design a skills framework to support all job families and profiles, with appropriate mapping to the national qualifications framework.
- Ensure job-specific skills are incorporated into recruitment profiles.
- Research, design and deliver a qualifications audit to track what qualifications are held by postholders at different levels across the organisation.
- Develop career progression route maps.
Ideally candidates should have / will be:
- Experience of using skills frameworks, competencies, person specifications and job descriptions
- Understanding of skills frameworks, learning needs assessment processes
- Ability to use and interpret job descriptions, person specifications and competencies
- Experience of working in a HR or organisational development role, contributing to strategic projects and decisions
- Experience of leading and delivering medium to long term projects
- Experience of undertaking research to inform and develop HR policies and procedures
- Relevant training / personnel qualification e.g. Graduate CIPD, NVQ level 4/Certificate in Training & Development
- Strong presentation skills.
Recruiting to this post is a priority for our client and only candidates who are available on 4 weeks notice or less are encouraged to apply. Please note that although the initial contract is for 5 months, there is a strong chance of a further 12-18 month extension based on our client securing further funding. Thereafter if the pilot has been successful, there might also be demand for the candidate from other neighbouring organisations who will have indirectly benefited from the work that has been carried out.
