This is an exiting opportunity for an enthusiastic individual to join Blackpool Borough Council’s Property and Facilities Management team in a pivotal senior management role.

You will be responsible for managing the property maintenance and small works section within the Property and Facilities Management team, ensuring that the relative capital and revenue funded budgets, the Capitalised Repairs, Renewal & Maintenance programme and Service Level Agreements with schools and other clients are properly planned, managed and delivered on time and within budget to the clients satisfaction. You will also be responsible for marketing and business development, in the property maintenance and small works section and the direct works building section. Currently, you will also line manage the building cleaning and removals service.
You will manage the financial control of resources and expenditure on all day to day reactive and planned works and the resource planning of staff time, salaries, on-costs, overheads and fee income ensuring the section remains profitable.

Your business development role should ensure that effective plans are developed to guarantee the future growth and sustainability of both the property maintenance and direct works building sections by taking responsibility for driving new business and maintaining and growing business with existing customers within and outside the normal Blackpool Council arena by advancing the business plan.

You will have responsibility for ensuring compliance with all relative legislation particularly CDM, DDA and Control of Asbestos and have experience in achieving QA accreditation.

Out ideal candidate would hold a degree in relevant cognate building subject and / or full membership of relevant chartered building profession eg RICS or CIOB. They would have a further management qualification eg DMS or MBA and possess evidence of relevant training in DDA, asbestos management, fire and property risk prevention, CDM, legionella, building regulations and planning.
