Department: Biometrics, Identity Management, Security and CT

You will be managing the Commercial and Procurement Unit’s activities relating to existing and emerging commercial requirements in the Biometrics, Identity Management, Security and CT arena. In particular, the Schengen Information System II Programme (SIS II). This will involve liaising with and supporting a number of internal customers, as well as working with the wider police service to ensure that all procured SIS II goods, services and applications are fit for purpose, offer best value and are provided on schedule. We will also look to you to take ownership of the commercial strategy for the programme, lead procurement processes and tender exercises and ensure compliance with EU/UK procurement law.

Degree educated with a proven procurement and contracts management background, you will bring an extensive understanding of the IS/IT hardware, networks and infrastructure marketplace and EU/UK Procurement/Competition Law. Supporting this will be experience of stakeholder management and writing complex ITT documents and contracts with multiple phased deliverables. You will also be able to communicate confidently at all levels and influence decision-making.

The NPIA, National Policing Improvement Agency, works for the Police Service and directly supports forces to deliver improvements today, and into the future. We’re a single national support agency led by the police, for the police, created through the work of the ACPO, APA and the Home Office. The NPIA provides leadership and expertise to the police service in areas as diverse as information and intelligence sharing, core police processes, managing change and recruiting, developing and deploying people.
