An experienced Procurement Officer is required by the Children’s Commissioning and Contracts team for the shared services of Westminster City Council, the London Borough of Hammersmith & Fulham and the Royal Borough of Kensington & Chelsea. The Children’s Commissioning team is a high performing team responsible for the design, commissioning, procurement and monitoring of services required to meet the identified needs of children, young people and families.
The ideal candidate will be creative, innovative, outcomes-focused and solution-oriented. They will lead on the end to end procurement of children’s services including drafting OJEU notices, tender documents, project plans and risk registers. Demonstrable experience of public procurement is essential and experience of either social care services or the wider public sector would be beneficial. They will advise colleagues on council and public procurement regulations and processes. They will need to advise and work closely with commissioners and contract managers on the drafting of specifications, KPI’s and review of service contracts. They will work with a variety of stakeholders including, finance, legal, operational, health colleagues as well as on occasion service users, senior management and elected members. They will work in a fast moving environment and will need to juggle conflicting priorities and sometimes tight timescales.
The successful candidate will display judgement in managing risk and managing and influencing stakeholders.
The post holder will be based in the Royal Borough of Kensington but work across Westminster and Hammersmith and Fulham as required.
