Education Appeals Panels are set up to hear and determine appeals for the admission to community, voluntary and foundation primary and secondary schools within Newham. They are independent tribunals, supervised by the Council on Tribunals, which must be independent of Governing Bodies and of Local Education Authorities. Panels rely on a voluntary membership and their decisions are final and binding on all parties to appeals. The Clerks provide an independent source of advice and guidance to all parties, on procedure and law on school admissions and appeals.
We are looking for a number of people to join a pool of clerks who will be required to attend hearings. Sessions normally last a full day during which around 15 cases can be heard, and in some instances you may be required, subject to your availability, to attend multi day hearings. You are likely to be required to attend hearings at least once a month but this will vary depending on the number of appeals and your availability. Hearings are normally at Newham Town Hall, East Ham.

The duties include some preparation before meetings and advising Panel members and taking minutes during hearings. After meetings, you will be required to prepare decision letters and correspondence to schools. This will be undertaken at home and therefore access to a computer and the internet is essential. The amount of time spent on one hearing, including the hearing itself is around 1.5 hours.

In order to undertake the duties of the post, the successful candidates must be able to produce accurate records of proceedings of the appeal hearings, possess a good knowledge of school appeals practice, have experience of clerking meetings or minute/note taking and maintain confidentially. Full training will be given, which includes shadowing experienced clerks.
