Responsible for the strategic financial planning and performance of the directorate along with the production of monthly PCT Board finance papers. Provides advice on strategic financial planning such as the production of the LDP or reviewing complex business cases.

Ensure relevant sections of NHS finance returns relating to the overall finance performance of the PCT are accurate and meet the timescales.

Develop financial models to improve the performance of the department.

Responsible for the financial management of the PCT’s Corporate Services Directorates and the hosted Birmingham Primary Care Shared Services Agency.

  • To coordinate the production of the monthly Finance papers for the PCT Board and other strategic committees.
  • Develop a performance framework for Finance to monitor and measure outputs from the department.
  • Develop a short/medium and long-term finance plan incorporating the PCT objectives.
  • Develop a Finance Strategy in line with the PCT’s overall strategy.
  • Provide strategic approach to budget setting through the issuing of control totals and high-level summaries of the PCT income and expenditure.
  • Be an active member of the Birmingham OwnHealth operational board and attend work stream meetings to provide financial advice and support as required.

Skills needed

  • CCAB Qualified Accountant.
  • Detailed knowledge of system reforms and latest NHS guidance/policies/accounting principles.
  • Knowledge of developing long term financial plans and strategies.
  • Understanding of financial models to improve financial reporting.
  • Experience of operating at a senior management level within a finance department.
  • Ability to provide and present highly complex, sensitive or contentious information to gain co-operation and commitment from large and diverse group of staff.
  • Ability to prepare concise financial reports and plans for senior colleagues including executive directors within a tight timeframe.
  • Experience of Budget Setting in a large organisation.
