Responsible for the overall Financial Management of the circa £200million Section 75 pooled budget in respect of Mental Health for the City of Birmingham, including that element pooled from the Local Authority.
Responsible for the overall Financial Management of the circa £41million Complex Care budget for the City of Birmingham.
Provision of financial advice to the Mental Health and Complex Care Team and the pooled budget partners, i.e. other PCTs and the City Council.

- To provide timely and relevant financial information to Commissioners and Partners, offering expert advice and guidance as required in order to enable the most effective use of funds available and to ensure expenditure is controlled within budgetary constraints.
- To oversee the annual budget setting process for all aspects of Mental Health and Complex Care provision for the City.
- To manage the monthly financial monitoring routine on behalf of Partners, including the production of the monthly reports, variance analysis and action plans to correct any such variances.
- Undertake the lead finance role in the negotiation of Service Level Agreements for the provision of patient services. Providing financial analysis and advice, control over affordability and risk/scenario analysis, together with interpretation so that final agreements reached provide value for money for the PCT.
- Represent the PCT at meetings from both a finance expert and corporate perspective.
Skills needed
- CCAB Qualified Accountant.
- Able to influence senior managers ensuring that finance issues are taken account of in decision making.
- Experience of operating at a senior management level within a finance department.
- Ability to provide and present highly complex, sensitive or contentious information to gain co-operation and commitment from large and diverse group of staff.
- High level of communication. Develop and maintain communication with people about difficult matters and/or in difficult situations.
- Able to interpret and apply formal financial guidance in situations which are not straight forward.
