Blackpool Council is rolling out its Cycling Towns initiative, with a budget of £5.68m funding a programme to conclude in the spring of 2011. We are looking for a committed individual to encourage people to take up cycling, encourage them to be trained and organise and coordinate events that will encourage people to get on their bikes. The successful applicant will work to the Cycling Towns Project Manager with support from the Council’s Travel and Road Safety Team.

The resort’s Local Transport Plan supports cycling and the Cycling Towns initiative will expand this existing programme. Expanding cycle training to more children, adults and ‘hard to reach’ communities is a vital programme element, which will enable new cyclists to use the infrastructure facilities that the wider programme will provide. The successful applicant will liaise with the Policy Officer (Travel Plans) identifying opportunities to deliver cycle training to local workforces.

The successful applicant will work with an existing team of cycle trainers delivering the Bike ability programme, liaising with the ‘Go Ride’ and ‘Bike it’ officers as necessary and will promote cycle training programmes to all sections of the community. While focused on training, the post will require liaison with other modules within the Cycling Towns programme; thus the successful applicant will require interdisciplinary networking and inter-personal skills, with good awareness of sustainable transport promotion and cycling’s role within it. The ability to drive a programme to hit output and expenditure targets is paramount.

Blackpool is a regenerating seaside resort shaping its tourism offer for the 21st century. Blackpool has good amenities, transport links, reasonably priced housing and is near to high quality countryside. Cycling Towns is recognised as a significant contribution to the regeneration process.

This role is temporary until 31st March 2011 and is for 37 hours per week, which may include some evening and weekend work.
The post holder will be required to undertake clearance through the Criminal Records Bureau.

All Local Authorities are required to undertake a pay and grading review. This post will be subject to Job Evaluation and the pay and grade may increase or decrease as a result.
