My client require the talents of a Service Manager to lead on all areas of Performance within the Children’s Services Directorate
To lead a Performance, ICT and business support service across Education and Children’s Services (ECS), managing a diverse range of staff in information systems, data and business analysis, information sharing and common assessment, geographic information systems (GIS) and business support.
1.Determine the strategic priorities for the Council and its partners in relation to children and young people through synthesising all available evidence related to the 5 outcomes set out in Every Child Matters, and identifying any geographical, cultural or other inequalities in outcomes. Make recommendations to target resources most effectively.
2.Lead the analysis and publication of school effectiveness data, supporting the processes of school self-evaluation to raise attainment. Develop and deliver training and support in the analysis of school performance data to schools and school improvement officers
3.Lead the production of performance information for self-evaluations and self- assessments of the impact of children’s services in the council, especially the Children and Young Peoples Plan and LAA, as well as required by regulatory frameworks such as APA and JAR, and the National Strategies for primary and secondary education. Provide support as required on all other aspects of such self-assessments.
4.Lead the production of internal quality reviews of education services (e.g. Policy and Overview Committee reports) as required. Draft reports on performance for senior management and members.
5.Manage a team of education and social care information specialists, ensuring adherence with council personnel and performance management policies. Provide professional leadership and ensure that the team grows in capability to meet increasingly complex requirements. Ensure the service responds in a timely manner to requests for information and support, delivering a high level of user satisfaction.
6.Supervise the manager of the Business Support function, encompassing PA support to senior officers and the provision of central co-ordination services to the ECS directorate.
7.Manage the Children’s Index Project Manager, responsible for delivering the Section 12 Index, Common Assessment Framework and associated training in accordance with the Children Act 2004.
8.Plan the work of all teams in accordance with the corporate planning framework and manage the budget for the service in accordance with corporate financial management guidelines.
9.Take authority for the timely and accurate return of education and social care data statutorily required by external agencies, such as OfSTED and DCSF, on behalf of the authority and its schools
10.Lead developments to link the various information systems in use across Children’s Services and contribute to Council-wide developments in this area
11.Use a variety of methods to communicate performance issues to a range of stakeholders. Develop the capacity of the Council to deliver a range of online analysis delivered over the internet using web based reporting
12.Lead the development of effective data sharing protocols between the authority, its schools and partners in accordance with the Data Protection Act, developing and maintaining secure electronic systems of data collection and transfer
13.Develop effective links with other services, partners and colleagues in other authorities, sharing knowledge and information. Involve partners in cross-cutting projects
14.Contribute to the development of national policy relating to school effectiveness and education management information systems through participation in DCSF and Fischer Family Trust working groups
15.Assist the head of service to deliver cross-cutting reviews and projects across the directorate.
