Job summary
The Associate Director HR People Services is primarily responsible for leading the operational HR people services team within the People & Inclusion Directorate (P&I). As a key member of the P&I management team, the post holder will work collaboratively with colleagues and the Executive Director People & Inclusion to develop and embed new organisational structures and ways of working and to position HR as a strategic and value adding function.
The post holder will be responsible for expert, professional Human Resources service including recruitment; employee relations; employee engagement, payroll and strategic and operational employment advice. The post will manage a team of 12 FTE including a People Services Manager, HR Business Partners, HR Advisors and HR Services Officers.

Key Responsibilities:
- Support the delivery of the People business plan aligned to DBS’ strategic objectives, delivering reliable, high-quality people services and set clear performance indicators to foster ongoing improvement.
- Lead on the implementation of people-led change, advising on employment law, structural changes, and people-related risks, ensuing effective engagement with Trade Union.
- Build strong relationships with internal and external stakeholders, including the Home Office, Cabinet Office, Trade Unions, and supporting DBS Board and its committees to provide assurance on effective service delivery.
- Lead, motivate and engage the HR People services Team; managing performance and development, providing expertise, coaching, and ensuring the delivery of a high quality service that meets business requirements.
- Contribute to the development of the DBS Workforce Operational Plan and ensure the effective implementation, adoption and embedding of all people initiatives, through the HRBP relationships.
- Build robust relationships with Executive Directors and Corporate Leadership Teams to ensure awareness of future operational HR demands, workforce planning needs and actively elicit service feedback.
- As the senior escalation route, resolve complex employee relation issues involving and engaging with key stakeholders, considering the wider business context and external factors.
- In collaboration with People Experience Lead, enhance the outcomes and impact of our services through review of all end to end HR processes to drive efficiencies and quality improvements with the employee lifecycle as a central focus and embed a continuous improvement approach within the HR People Services Team.
- Lead DBS in building and maintaining an effective and productive employee relations climate by creating the conditions for corporate leaders to meaningfully and proactively engage with the Trade Union to inform, consult or negotiate.
Person specification
Essential Criteria:
- Experienced leading operational and strategic HR service delivery including first line advice, business partnering, recruitment services, HR systems, data management, and HRMI.
- Demonstrable experience of successfully improving services, processes and service standards.
- Demonstrable experience of producing clear, well-structured reports for senior leadership teams, including Board level.
- Detailed understanding of risk management and compliance within a HR context.
- Commercially aware with experience of successfully managing budgets adhering to strict financial protocols.
- Experience of effective senior stakeholder management, both internal and external, including the ability to deliver through others and successfully influence at all levels.
- Experienced in overseeing relationship management and evaluating service provision delivered through 3rd party suppliers, for example payroll, and pension provisions.
Desirable Criteria:
- Experience of operating in a regulatory agency or non-departmental public body (NDPB) preferred but not essential.
Qualifications
The successful candidate must be qualified to level 7 of Chartered Institute of Personnel & Development (CIPD) and it is expected that you have or are working towards Chartered member status.Behaviours
