Job description
Climate change is one of the most urgent challenges facing governments (and a classic Operational Research problem!) - transport plays a key role in the UK’s journey to Net Zero. We’re looking for a SEO Operational Researcher to work on analysis and modelling related to low carbon fuels (LCFs), from road biofuels to Sustainable Aviation Fuel (SAF) and other innovative technologies. This is a high-profile and fast-paced area, where your work will directly influence policy decisions to help decarbonise transport.
Your responsibilities will include, but aren’t limited to:
- Support complex modelling to assess feedstock availability, costs and benefits of LCF production, and feasibility of new technological pathways. The team uses models in Excel, R, and Python; you will help maintain, improve, and deliver analysis using these models, supporting other analytical, policy, and strategy teams across DfT.
- Providing analytical support on areas like hydrogen, biomass, carbon budgets and wider analysis on energy: You will need to work dynamically to prioritise requests, build an evidence base and be the point of contact for the work in the area. This will require you to work across our analytical team and to establish collaborative relationships across DfT and xWH, specifically DESNZ.
- Provide modelling and analysis to inform the policy design of new and existing LCF policies. This includes supporting policy decisions and advising on LCF policy development (e.g., RTFO, SAF Mandate, hydrogen, e-fuels). Example projects may include understanding supply constraints when reviewing existing policies, quantifying the impact of new technologies on production costs, and supporting research activities.
- Collaborate effectively across a number of different teams and stakeholders. You will form strong working relationships and work closely with departments across Government (e.g., Defra, DESNZ,), as well as teams across DfT, to ensure the best available evidence underpins decision-making. You may also collaborate with external organisations, including academics and industry experts, to gather the latest evidence and market intelligence.
- Communicate evidence and analysis clearly and effectively to influence policy colleagues. You will present recommendations and ensure the appropriate use of evidence in decision-making, working closely with policy colleagues as an integral member of the wider policy team.

Person specification
To be successful in this role you will need to have the following experience:
- Experience in applying a range of Operational Research (OR) techniques, from problem structuring to data science. Experience of scoping out and leading analytical projects. This includes taking responsibility for wider analytical projects which addresses identified evidence gaps.
- Strong analytical skills, with the ability to handle and interpret complex and incomplete data to support decision-makers. This includes having experience of building an evidence base, designing, maintaining and improving analytical models in Excel and R (and ideally Python).
- Proven ability to build effective working relationships with both analytical and non-analytical colleagues across departments and externally. Ability to overcome challenges and work collaboratively towards shared objectives.
- Experience of working across multiple workstreams at pace, prioritising effectively.
- Experience in writing clear and concise reports to present the findings from complex analysis for both technical and non-technical audiences.

Additional Information
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
