Our Parking Services & Network Management team at Southwark Council is looking for a passionate and dedicated Appeals and Representations Officer to join our amazing team and help make a difference today.

About the Role:

You will investigate and respond to formal and informal representations, appeals, and complaints relating to Penalty Charge Notices (PCNs), permits, and parking suspensions. Using your knowledge of the statutory framework, you will weigh evidence carefully and make balanced, legally sound decisions.

Key responsibilities include:

  • Investigating and responding to parking-related correspondence in line with statutory processes, KPIs, and council procedures
  • Preparing cases and presenting evidence at external adjudication hearings with the Environment and Traffic Adjudicators at London Tribunals
  • Managing parking permit and suspension applications within set timescales
  • Handling calls and emails within the specialist parking customer service centre
  • Identifying trends and themes in complaints and representations and feeding back to management
  • Authorising cancellations and refunds in accordance with policy
  • Supporting compliance with enforcement standards and reporting non-compliance issues
  • Mentoring new staff and providing guidance on legislation and complex cases
  • Deputising for the Appeals and Representations Manager when required

This is a vital role in ensuring enforcement activity is fair, transparent, and compliant with legislation.

About You:

We are looking for an experienced parking professional with strong analytical skills and a commitment to high standards.

You will:

  • Have proven experience in parking enforcement, appeals, and representations (essential)
  • Possess detailed knowledge of the legal framework surrounding parking and traffic enforcement, including statutory processes and Government guidance
  • Be confident preparing evidence and attending adjudication hearings
  • Demonstrate excellent written skills with the ability to produce clear, legally robust correspondence
  • Deliver high-quality customer service in challenging situations
  • Manage and prioritise your workload effectively to meet targets and deadlines
  • Identify service improvements and emerging issues
  • Work independently while contributing positively to a team environment

You will be fair, objective, and able to explain complex regulations clearly to residents and stakeholders.

About the Team:

The Parking Appeals and Representations Team plays a crucial role in supporting the council’s wider ambitions around Climate Change, Air Quality, and Streets for People. Effective parking and traffic enforcement is central to delivering safer, cleaner, and more accessible streets across the borough.

You’ll have opportunities to deepen your legislative expertise, contribute to service development, and mentor others - all while playing a direct role in shaping a fair and effective parking service for Southwark’s residents and visitors.
