Job summary
The Ministry of Defence, Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff to support the British Army.
HQ Regional Command overseas a large, diverse estate of Information Technology and Telephony across the Army’s ‘Firm Base’. This incorporates all of the Army permanent bases in the mainland UK, Northern Ireland, Germany, Brunei and Nepal. The Army depends heavily on these services to undertake all aspects of routine planning, administration and preparation for operational deployment.
This position is advertised at 37 hours per week.
Job description
Based in Aldershot, Hampshire, the Regional Command Information Superiority Branch works closely with our higher headquarters, Army HQ based in Andover, to implement the policies they set. Beneath Regional Command, ten Joint Military Commands deliver firm base support to the individual units and headquarters throughout their areas of operation. The role of the Regional Command, Information Communications Systems Programmes Higher Executive Officer (ICS(HEO))is to plan and manage the allocated financial budget that is utilised to support ICS within Regional Command and the Joint Military Commands.
This is a fantastic opportunity to join a diverse team of military, Civil Service and Contractor staff delivering vital communications capabilities to the Army. You will be responsible for setting annual budgets through liaison with our higher formation headquarters, and apportioning these through consultation with the Joint Military Commands. Throughout the year HEO ICS Programmes is then responsible for approving financial spend against these delegated budgets, and for managing the efficient use of this money. The role has a heavy emphasis on budget management, but this is not a pure finance role.
Main Role Responsibilities:
- Sound conceptual understanding of Information Systems, and will be IT literate and numerate.
- Forecasting, bidding for and allocating ICS funding to each of the Joint Military Commands (JMCs) and maintaining the delegation of authority to each of these appointments.
- Raising acquisition requests
- Overseeing and approving procurement made within HQ RC IS Branch and by the JMCs through a variety of separate procurement mechanisms.
- Monthly reconciliation of JMC spend against the overall Regional Command IS budgets and the generation of reports to capture this information.
- Attendance at monthly Director Digital, Security and Intelligence finance meetings to raise key HQ RC IS finance issues and cascade key financial information to the JMCs.
- Receipting monthly international Private Leased Circuit payments to ensure continuity of connectivity to RC’s primary overseas bases.
Person specification
Essential Skills Required:- An IT literate and highly numerate person who has a sound working knowledge of the primary MS Office IT applications, in particular a good working knowledge of MS Excel.
- You are a confident, self-motivated individual who is a team player, hardworking and able to manage a complex and varied workload.
- As the HEO ICS Programmes, you will communicate effectively with diverse groups of people, within and occasionally outside the MoD, and across many grades and ranks.
- You will have excellent people skills, and must be able to communicate complex technical and budgetary concepts clearly and effectively both in person and virtually.
- You will adapt readily to changing priorities and be flexible in your approach to your responsibilities.
- You will be adept at collating and analysing information from a variety of sources, and at communicating it in the optimal form to inform and influence others.
Desirable Skills:
- Broad competence with the core MS Office applications
- A conceptual understanding of enterprise IT and telephony provision would be highly beneficial,
- General awareness of Army firm base military telecommunications systems – telephony and IT
- Experience with Power BI or other Power Applications used in the generation of reports
- A driving licence is advantageous for occasional attendance at offsite meetings in locations unserved by Public Transport.

When a candidate has a banked score they’re not asked to re-take the same test providing it is set at the same level. Scores will be banked for a 6 month period from the date of test completion. If a candidate is invited to take the same test against multiple vacancies, the banked score will be recognised against all vacancies and all active applications will progress.
CSJT scores cannot be banked as each test is generated from the behaviours required for a specific role which will vary between recruitment campaigns.
