The Ministry of Defence, Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff to support the British Army.

This position is advertised at 37 hours per week.

Job description

The Security Team Leader is the principal security advisor to the Commander Headquarters Joint Military Command (JMC) Centre. They provide timely direction and guidance to all Army Regular, Reserve, Cadet and Joint Force organisations within JMC Centre Region Area of Responsibility (AoR) including; Security Risk Management, Guarding, Physical Security, Personal Security and Overseas Travel Policy. You will lead a Team of two, managing the Security Risk Management Work Book (SRMWB), assisting Units in the completion and uploading of their Establishment Security Self-Assessment (ESSA). You will undertake Protective Security Advice Visits (PSAV) as required or requested and manage, authorise and record Public Military Events (PME) and secure material movements within/across the AoR.

Your main responsibilities will include:

  • In accordance with security Policy provide Subject Matter Expert Direction & Guidance (D&G) to JMC Centre Command and all Unit Commanders within the AoR on all aspects of security; including Security Risk Management, Guarding, Physical Security, Personal Security and Overseas Travel Listprocesses
  • Support the Audit and Inspection (A&I) security audit process. Provide Direction & Guidance to Units on actions to take on receipt of Physical Security Audit (PSA) reports. Support Units completing and uploading their Annual ESSA report and provide timely comments in the PSA/ESSA Executive Summaries where necessary
  • Remain alert to emerging issues and trends which might impact operational efficiencies within JMC. Develop and maintain detailed knowledge for operating the ARMS 2 system
  • Responsible for maintaining the JMC Security Risk Management Workbook (SRMWB) and providing D&G to Units for the maintenance of their own SRMWBs, ensuring all Security risks are scored in line with policy and the Army’s Risk Statement
  • Lead on the organisation and delivery of JMC Security Risk Management Boards (SRMBs) with those relevant Units within the AoR. Production of SRM information for submission to HQ RC for bi-annual HQ Regional Command SRMBs. Represent JMC at annual Army HQ Security Conferences
  • Conduct Unit Protective Security Advice Visits within AoR, providing advice to Units on additional Security mitigation's to apply until the Security Risks is treated, as required
  • Maintain a strong network with the Military Intelligencesection and Police Authorities in order to establish specific threats to Units; management of the Focal Point/Boomalert alert process
  • Coordinate Security Education & Training for personnel who occupy key security positions to fulfil Security Training shortfalls within the AoR
  • Appropriately manage, conduct, and support investigations into breaches of security, counter-intelligence casework, and co-ordinate multi-agency operations
  • Regional Prevent lead Coordinator and PREVENT ambassador for JMC Centre
  • Co-ordinate and manage the security aspects of major integrated capital projects within Joint Military Command (JMC) Center, to ensure security needs are met in a cost-effective manner. Undertake visits to best advice on the security measures required
  • Line Management responsibility

Person specification

You will have self-confidence and be able to exercise good judgement, knowledge, and evidence-based decision making to provide accurate, timely and practical advice and direction whilst sharing your knowledge and experience. You will have the ability to prioritise and to manage expectations accordingly. It would be beneficial, but not essential for you to possess previous knowledge in the security management environment within the MoD. You will have experience in the implementation and delivery of security policy and guidance in line with policy. In addition, previous experience in line management would be an advantage. You will be accomplished across the MS Software suite of products.

If not already held, you will be required to complete the following mandatory training within 6 months of appointment:

  • Defence Establishment Security Officer (DESyO) Personnel Vetting Records Officer (PVRO)

A modern apprenticeship is a combined package of work and training. Through the schemes available you will gain a professional qualification, practical experience, and the broader skills required to develop in your current role and pave the way for your future career. Most of the training will be ‘on-the-job’, with the remaining ‘off-the-job’ training delivered by an external training provider. This means minimal disruption to your work alongside a big developmental opportunity.

Professional qualifications which can be achieved through an apprenticeship range from Level 2 (equivalent to 5 GCSEs/ broadly equivalent to Scottish National 5s(N5s)), Level 3 (equivalent to 2 A Levels//broadly equivalent to Scottish Higher/Advanced Higher (H/AH)), and Levels 4 -7, which can give you a foundation degree, a full Bachelor’s degree, or a Master’s degree. They normally last between 12 months - 3 years, de-pending on the level of the apprenticeship.
