
Assessment Manager – Martyn’s Law Regulator
Job summary
The SIA is an executive non-departmental public body sponsored by the Home Office, set up in 2004 to regulate certain activities in the private security industry. Currently, we employ nearly 400 members of staff. We are operationally independent of government.We are now preparing to take on new responsibilities as the regulator of Martyn’s Law - named after Martyn Hett, one of the 22 people who tragically died on 22 May 2017 in the terrorist attack on Manchester Arena. Martyn’s Law, introduced by the Terrorism (Protection of Premises) Act 2025, is intended to improve protective security and preparedness at premises and events across the UK.
The new Act will require premises in scope to be prepared to keep people safe in the event of an attack. Certain larger premises and events will also need to take steps to reduce their vulnerability to acts of terrorism.
Martyn’s Law is primarily a civil, regulatory regime. We will regulate supportively and proportionately but robustly. The SIA will have new guidance, investigatory and inspection functions and a range of new powers and sanctions. Our new Martyn’s Law functions will sit alongside and complement our existing responsibility for regulating the private security industry.
Job description
We’re looking for an exceptional Assessment Manager to lead a high-performing team at the heart of the Security Industry Authority’s new regulatory function.
Based in Manchester, this is a rare opportunity to shape how compliance is delivered under the Terrorism (Protection of Premises) Act 2025 helping protect people, premises and events across the UK.
In this pivotal leadership role, you’ll oversee complex, high-impact assessment casework, guiding teams through evidence-based decision making, regulatory case management and compliance action. You’ll work across regulatory and protective security functions, influence emerging policy and practice, and play a vital role in strengthening public protection across the UK.

Person specification
Essential
- Experience leading teams in a regulatory environment, and operating in accordance with regulatory and policy frameworks
- Experience leading a team managing and prioritising complex caseloads, and driving outcomes across high volumes of cases
- Demonstratable experience and knowledge of protective security principles and recognised good practice, with the ability to apply these in a compliance-focused context.
- Ability to review, assess, and interpret documents with accuracy, consistency, and sound judgement.
- Strong attention to detail, with experience operating in environments requiring high levels of accuracy and precision.
- Excellent written and verbal communication skills, with the ability to convey information clearly, persuasively, and appropriately to a range of audiences.
- Experience in managing complex stakeholder or professional networks within regulated communities or the private security industry.
- Experience in handling difficult conversations and/or conflict resolution with external parties.
- Strong organisational and time-management skills, with the ability to deliver work effectively within time pressured or high demand environments.
- Competence in the effective management, organisation, and quality assurance of documents, information, and evidence.
- Ability to objectively evaluate evidence and exercise critical thinking to inform balanced, robust, and transparent decisions
- Experience conducting remote interviews or structured information gathering activities to support compliance assessment, evidence gathering, and/ or regulatory inspections.
- Experience managing and prioritising multiple active cases, ensuring effective risk management and informed decision-making across all casework activities.
- Experience of using Microsoft Office packages

- Experiencing managing highly complex compliance or regulatory cases, including engagement with external parties and evidence gathering.
- Experience in coordinating or managing teams across multiple functions or technical areas.
- Experience evaluating and assessing compliance against regulatory, statutory, or other defined frameworks, applying consistent and evidence-based judgement.

Further Information
