About the Armed Forces Commissioner (AFC)

The AFC is a newly established, dedicated champion for our Regular and Reserve personnel and their families; a landmark step in demonstrating our commitment to supporting those who serve our nation. Acting as an independent champion, the AFC provides a direct route for serving personnel and their families to raise concerns about welfare issues that may impact on their service lives and ability to serve.

The Commissioner subsumes the roles and responsibilities of the Service Complaints Ombudsman for the Armed Forces (SCOAF), providing independent and impartial oversight of the Service Complaints system. They have the power to help Service personnel access the Service Complaints system, review aspects of the handling of individual Service Complaints, and report on the efficiency, effectiveness, and fairness of the system as a whole.

They also have the discretion to conduct individual and thematic investigations into specific and broader welfare issues facing Service personnel and their families. The independent reports and recommendations they publish will highlight these issues to Parliament and the wider public, holding the government and the Armed Forces to account.

About the post

As an Assessment Team Investigator, you will work within the Assessment Team responsible for processing all enquiries and applications made to the AFC. You will act as the team’s initial escalation point for issues and queries within the assessment process. You will be responsible for reviewing matters referred by an Assessment Team Officer and deciding how they should be dealt with by applying the appropriate policy and process, ensuring decisions are accurately recorded and stand up to scrutiny.

Job description

  • Act as the Assessment Team’s initial escalation point for issues and queries within the assessment process.
  • Conduct the initial eligibility and assessment function for the AFC, by reviewing applications, identifying the appropriate route for resolution and progressing the case accordingly.
  • Conduct intelligence/database checks to establish the appropriate handling of eligible applications.
  • Conduct risk assessments against eligible applications to support case allocation to the appropriate investigative body.
  • Support Investigators/Senior Investigators through the initial preparation of case files and generation of Terms of Reference for review by the relevant investigative body.
  • Work with the Policy & Improvement Manager identifying trends and issues.
  • Provide regular updates on the work of the Assessment Team Investigators to senior managers as required.
  • Line management responsibilities may be required, including ensuring the team are appropriately trained and developed to enable them to fulfil their roles and objectives.
  • Support the SEO Assessment Team Manager as required in achieving the goals of the team.

Essential experience

  • Strong customer service experience and experience of carrying out investigations or complaint handling.
  • Effective decision-making using appropriate decision-making tools.
  • Experience of leading and managing staff.
  • Excellent administration and interpersonal skills.
  • Excellent written and verbal communication skills.
  • Strong ability to manage conversations over the telephone and MS Teams.
  • Proven competence with IT systems.
  • Ability to work collaboratively with colleagues and stakeholders.
  • Ability to deal with a wide range of people both sensitively and robustly.
  • A strong understanding and proven application of the importance of Equality, Diversity and Inclusion.
  • Ability to assess complicated information, recognise key issues in complex enquiries and applications and to quickly to make reasoned, evidence-based decisions.
  • Ability to seek out facts, analyse information and make sound recommendations.
  • Strong ability to adapt to change and absorb new information and legislative change quickly.
  • Ability to ensure good quality information management.
  • Ability to be discrete and understand the need for confidentiality.

Desirable experience

  • Experience of working in an Ombudsman, regulator or other similar environment.
  • Knowledge of Defence and the Armed Forces.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. Selection process details
