Job summary

We are looking for an Assistant Procurement Manager to join HM Land Registry’s Finance and Business Services Directorate.

As a member of the Commercial Group, you will support colleagues across the end-to-end commercial lifecycle. This includes producing and using data and management information, supporting spend approval and governance processes, assuring policy compliance, and administering and maintaining SharePoint and commercial systems.

Job description

Main Duties

Support commercial assurance and compliance across the commercial lifecycle for HM Land Registry. Training will be provided. This includes:

  • Support commercial assurance and compliance by checking records, evidence and activity against agreed policies, processes, governance and audit requirements
  • Maintain accurate commercial records and management information through regular updates, data quality checks and Power BI dashboard reporting
  • Administer and maintain Commercial Group SharePoint content, document libraries and other commercial systems
  • Administer Government Procurement Card (GPC) compliance and policy requirements
  • Coordinate monthly contractual risk reporting and support supplier financial viability and market intelligence updates
  • Support commercial capability activity, including good practice sharing, Commercial Awareness Week and Contract Managers Network
  • Support Procurement Managers on allocated procurement activity, including early market engagement, sourcing options, tender development, evaluation and contract award
  • Work collaboratively with suppliers, service delivery managers and internal stakeholders, attending meetings and following up actions where required

Person specification

To be successful in this role, you will need to demonstrate the following throughout the recruitment process.

Essential technical skills and qualifications:

  • English and Maths GCSE or equivalent
  • Ability to use Microsoft Excel or similar spreadsheet tools to organise, review and maintain information accurately, including working with spreadsheets, lists and basic data checks

Desirable technical skills and qualifications:

  • Professional qualification in purchasing and supply, such as CIPS or working towards one
  • Experience or confidence using Microsoft 365 tools SharePoint, Power BI, Power Platform or similar systems to organise information, support reporting or improve ways of working

Essential Experience:

  • Ability to demonstrate practical commercial awareness, or an understanding of how decisions, processes and controls can affect value for money, risk, service delivery or outcomes. This may have been gained through commercial, operational, project, finance, compliance, governance, supplier-facing or similar work
  • Excellent attention to detail with the ability to identify errors, inconsistencies and gaps in data, documents or processes, and to take a proactive approach to resolving issues or escalating them where appropriate
  • Experience of working effectively as part of a team including supporting colleagues, sharing information, contributing to shared priorities and working constructively with people in different roles or business areas
  • Effective communication skills, with the ability to explain information clearly, ask appropriate questions, follow up actions and engage with colleagues or stakeholders in a proactive, positive and professional way
  • Effective organisational skills, with the ability to manage competing tasks, prioritise work, meet deadlines and maintain progress on recurring activities, records or reporting requirements

Desirable Experience:

  • Experience of working in procurement, contract management or supplier management, and understanding procurement regulations and policies
  • Experience of working with policies, processes, standards or controls in an environment where evidence, auditability or compliance are important
  • Experience of producing, maintaining or improving data, trackers, reports or management information used to support performance monitoring or decision making
  • Experience of using digital tools or business systems to organise information, support reporting, improve processes or share knowledge

Please note that desirable criteria will only be assessed in the event of high application numbers and/or as a tiebreaker.

Where an individual taking up the role will work from the Swansea Office, the ability to speak Welsh is desirable.
