Job description

You will lead the development and continuous improvement of a corporate benefits management framework for the College of Policing, ensuring it remains aligned to organisational priorities and contributes to a consistent, evidence-based approach to benefits realisation across policing. Maintain up-to-date guidance, tools and documentation, and provide clear, timely recommendations to senior stakeholders to address dependencies, risks and opportunities, including where these affect delivery to forces.

Drive the enhancement of benefits management capability across the College by designing and delivering high-quality training, tools and guidance. Foster a culture of accountability, continuous learning and benefits ownership internally. Contribute to the development and adoption of a coherent benefits-led approach across policing, working with national stakeholders and networks to promote consistency and shared practice.

Provide visible leadership and expert guidance, working collaboratively with colleagues to shape programme and project delivery within the College. Support the translation of strategic direction into benefits-led delivery approaches, and as directed, play a key role in advancing benefits management practice across policing by influencing, advising and supporting forces.

Monitor and evaluate benefits performance across College programmes and projects, using structured reviews to assess outcomes against forecasts. Draw out actionable insight and lessons learned, considering both internal delivery and impact on forces, to strengthen implementation and maximise benefits realisation.

Ensure all business cases and delivery stages within the College adopt a consistent, benefits-led approach. Promote a disciplined and proportionate methodology that supports sustainable change, improved productivity and a clear line of sight to value delivered within the College.

Person specification

Some of your responsibilities will include:

  • ​​Develop and maintain a corporate benefits management framework and associated documentation​
  • ​​Develop benefits management capability across the College; by designing and delivering high quality benefits training​
  • ​​Provide visible benefits leadership, expertise and collaborative working as colleagues within the College​

To be successful in this role you’ll need:

  • Level 6 qualification in the subject matter or equivalent experience
  • Master’s Degree or Recognised Benefits Management Qualification (APMG or similar)
  • ​​Demonstrable experience of embedding benefits led approaches in a large organisation​
  • Experienced in designing and creating benefit maps, benefit realisation plans, benefit profiles and other associated benefits management documentation
  • Credible subject matter expert and good communication skills
  • Understanding of the wider policing landscape with the ability to relate policy decisions to the development of standards, practice and guidance

This role is available until 31 March 2027 as a fixed term appointment or as a secondment opportunity to:

  • colleagues employed directly by the College or the Civil Service. Please note you will be required to obtain the written support of your line manager prior to submitting your application.
  • serving police officers substantive in the rank of Chief Inspector, or those officers suitably qualified for temporary promotion in the rank of Chief Inspector. All applicants must have the support of their Chief Officer which must be of NPCC rank, i.e., CC, ACC or DCC and this must accompany an application.
  • serving police staff at the equivalent rank of Chief Inspector who have their chief officer's approval. Chief Officer’s approval must be of NPCC rank, i.e., CC, ACC or DCC. Approval for a secondment must accompany an application.

For fixed Term contracts:

Whilst this fixed term contract is offered on the understanding that it will only last as long as the stated contract length, there could be a possibility that it could be extended or made permanent should circumstances allow.
