Job summary

The main functions of the Border Health unit:

1. The units primary functions are to carry out risk assessments for all health protection related incidents at Heathrow Airport as well as providing Medical Inspector services to Border Force under the Immigration Act 1971. Primarily, this is to provide advice to Border Force on the health status of migrants as to whether they meet the rules for admission to the UK. The major areas for advice are infectious diseases and mental health. Additionally, there is a requirement to advise Border Force on the cost of medical or surgical procedures for those who are seeking to enter the UK for treatment.

2. To provide first line help desk support for the overseas TB pre-entry screening programme.

3. To provide a national Medical Inspection telephone service to all ports in the UK.

4. To provide medical officer services under the Public Health (Aircraft) Regulations 1979.

  • The post holder works on a 24/7, 365-day rota consisting of 12-hour shifts. The post holder is required to have a positive attitude, pleasant telephone manner, and a friendly positive demeanour and would be willing to accept any reasonable requests to change duties in order to cover sickness absence, emergency and annual leave. They should be able to remain calm and diligent under pressure.
  • To assist the Operations Manager and the Medical team in providing support for all operational aspects of the Health Control Unit.
  • To be the first point of contact for all queries at the Health Control Unit and to ensure that information is appropriately cascaded to the relevant team.
  • To use own initiative, with limited supervision, on all aspects of administrative duties. This necessitates a thorough understanding of the role and good working knowledge of the medical procedures carried out under the Immigration Act 1971 and the relevant essential follow up procedures involving notifications to local Public Health Centres.

Job description

  • To maintain direct daily contact with duty Medical Officers in order to support them in their duties.
  • Administer the Medical Inspection national telephone service and pass on the information to the appropriate leads.
  • To provide a follow up for incomplete entrant data records to ensure that accurate addresses,
  • Screening of incoming telephone calls and triage to appropriate people/areas.
  • Assist with the monitoring of the pre-entry screening programme generic mailbox, liaising with unit staff to obtain relevant information, and sending responses to queries in a timely manner as directed in response to queries as appropriate
  • To cope with varied situations and pressures using tact, diplomacy and understanding with a clear understanding of data protection and client confidentiality
  • To provide a high standard of secretarial/administrative support to the Border Health team. This will include word-processing, typing, drafting letters on routine and others matters, memos, e-mails, agendas for meetings. Attending meetings for the purpose of minute taking.
  • To assist Border Health team members as necessary in coordinating meeting schedules, booking courses, organising venues, hospitality etc.
  • To be pro-active and participate as a full member of the team contributing to ideas and team events as appropriate.
  • To maintain upkeep of office area such as storage of files and paperwork, office equipment and to order, monitor, maintain and update and check stationery, that the printer and fax machine always has paper and to refill when empty.
  • To order consumables using the Money and People Services (MaPS) system as required for Border Health and check correct delivery of such items and receipt goods received.
  • To resolve problems and discrepancies with external orders and goods. This includes locating incorrectly delivered items, arranging for collection, and delivery of correct item.
  • To report Estate faults to the Heathrow Airport helpdesk and to ensure that outstanding faults are resolved as quickly as possible and there is no disruption to service delivery
  • To use the MaPS system to process expenses claims for Border Health Team.
  • Ensure confidentiality and conformity to the requirements of the Data Protection Act in collaboration with the designated Caldicott Guardian, Data Protection Officer and Security Information Officer.

Person specification

Essential role criteria (including qualifications, licenses and registrations):

  • High standards of literacy in English (spelling, grammar, written style)
  • GCSES or NVQ level 2 in a relevant subject or equivalent level of qualification or significant equivalent previous proven experience
  • Wide experience in working with the general public, including those of other cultures.
  • Proficient IT skills, specifically in the use of MS Word, Excel, PowerPoint and Outlook
  • Clear communicator with good writing, data entry and telephone skills ensuring accuracy
  • Ability to work effectively as part of a team
  • Good interpersonal skills
  • Ability to deal with problems in a calm, efficient and timely manner
  • Problem solving skills
  • An understanding of and commitment to equality of opportunity and good working relationship

Desirable role criteria:

  • Previous work experience in a Health Control or similar environment
  • Confidence to effectively liaise with and provide input at meetings with relevant stakeholders partners and other Airport based business partners
  • Understanding of Data Protection Legislation
  • Numerate and financial knowledge

This role is an office based role at Heathrow Airport. Our core HQ offices are modern and newly

Please note: If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
