We have an exciting opportunity available for two Business Analysts to join the Business Change & PMO Team here at Wokingham Borough Council, on a Full-Time, 12-month Fixed Term Contract.

As a Business Analyst within our Process Re-Design team, you will play a key role in delivering the Council’s change and improvement programme. Working closely with the Change and Re-Design Lead, you will lead process re-design workshops, identify opportunities for efficiencies and innovation, and help shape customer-focused services that are easy and accessible.

You will work across a diverse range of transformation projects, using data and insight to analyse current service performance and identify opportunities to improve processes. By engaging with stakeholders at all levels, you will gather and translate business requirements into practical, effective solutions that deliver measurable benefits for our residents and the organisation.

Key Responsibilities

  • Lead process redesign initiatives to streamline operations and deliver measurable productivity gains, with a focus on automation and AI.
  • Champion a digital-first approach to service improvement, identifying opportunities to leverage technology for better outcomes.
  • Facilitate workshops with stakeholders and Subject Matter Experts (SMEs), building consensus and driving change.
  • Use data and insight to identify and deliver efficiencies, creating scoping documents and analysing service performance.
  • Support the Council’s design principles: prevention and reduction of demand, customer/community enabling, improved access to services, and earliest possible resolution of enquiries.
  • Collaborate with Finance and Change leads to deliver savings and innovation through process redesign.
  • Produce clear documentation for redesigned processes, including workflow diagrams, case studies, and user stories.

Candidate Requirements

  • Educated to degree level or ability to demonstrate equivalent knowledge, skills and aptitude
  • Passionate about technology and its potential to transform business processes.
  • Proven ability to lead and influence stakeholders at all levels, driving engagement and adoption.
  • Experience in process mapping, redesign, and change management, ideally within local government or a similar environment.
  • Skilled in analysing data and translating insights into actionable recommendations.
  • Knowledge of transformational government and efficiency agendas.
  • Experience supporting staff through cultural change and new ways of working.

Whilst this is a fixed term contract appointment, for anyone already employed by Wokingham Borough Council this would be classed as a secondment if successful.
