
Business Analyst
Job summary
As a Business Analyst you will be a key part of the team in delivering technical change within the department. You will work across the product delivery lifecycle to bring together business needs with technical capabilities, with the goal of defining solutions that deliver value. You will be given the opportunity to continue to grow your capabilities through working with Senior/ Lead BAs and continually growing your skills and knowledge through the support of the wider community of practice, additionally you will be, at times, responsible for managing Associate BAs to develop your management and coaching skills.
These roles sit within Core Digital Services, responsible for delivering vital technical improvements to and management of some of our central DWP services.
Great communication and stakeholder management skills are essential to ensure shared understanding and buy-in from Users and others (across Digital Delivery Teams and government departments) for the anticipated outcomes.
Citizen Information - teams responsible for the technical products that store and share our citizen data within DWP and beyond, as well as modernising some of our older but still vital services.
The Garage is an innovative team working within DWP Core Digital Services to create robust solutions. Utilising everything from Robotic Processing up to Generative AI. The Garage team uses the latest automation and cloud technologies to support digital transformation, improve colleague and customer experiences and is at the cutting edge of innovation.
Please note: While we are recruiting for nine positions in total, those joining the Garage team will be based in Newcastle.
Job description
As a Business Analyst working within DWP Digital these are some of the things you will be doing:
- You will be working within a transformational multi-disciplinary team building technical services (User Researchers, Developers, QAs etc.).
- You will translate business problems and user needs into a set of detailed requirements to deliver value and great outcomes for our users.
- You will lead workshops, interviews, focus groups and utilise other techniques to effectively understand the business problems and user needs.
- You will develop and maintain stakeholder relationships. communicating effectivelyacross both technical and business stakeholders and ensuring the understanding of requirements and acceptance criteria is aligned.
- You will gain a good understanding of the business processes and activities that impact and that are impacted by the product or service. Selecting the appropriate best practice techniques to model business processes, to identify potential process improvements.
- You may collaborate with a Product Owner to agree a suitable mix of epics, features & stories for each sprint, as well as contributing towards prioritisation activities.
- You will take ownership for improving your own knowledge of Business Analysis and Agile principles, methods and tools and play an active role within the BA community including coaching and supporting other members, as appropriate.
Please note: As part of the role, you may be required to travel regularly to the other digital hubs. The frequency of this will be discussed further should you be successful.

Hybrid Working
This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

Salary Information
Pay for this role is from £44,447 to £46,547.
Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.
Existing Civil Servants who secure a new role on lateral transfer will maintain their current substantive salary.
Existing Civil Servants who gain promotion will move to the bottom of the grade pay scale or receive a 10% increase applied to their current substantive salary, whichever is greater.
Any temporary allowances that you are currently in receipt of will not form part of the calculation to determine your pay. Any allowances that are in payment will cease when you move into your new role.

Your application will consist of four parts:
1. A Personal Details application form.
2. Civil Service Verbal test.
After submission of the first stage of your application, you will be invited to complete the Civil Service Verbal test.

Online test maintenance
Our online test supplier will be performing scheduled maintenance between 4.00pm and 7.00pm on Sunday 19th April 2026. You will be unable to access tests during this period.
If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.
Following successful completion of the test, you will then be asked to complete:

4. Personal statement - up to 500 words. This statement should be used to provide examples of how you meet the essential criteria below:
- Proven experience of performing business analysis within complex programmes or projects, delivering high quality outputs that support informed decision making.
- Demonstrable experience in eliciting, analysing and refining user and stakeholder requirements using structured techniques to ensure clarity, accuracy and alignment to business objectives.
- Evidence of applying a wide range of business analysis tools and techniques to understand problems and define effective solutions.
- Proven ability to identify opportunities for improvement, assess potential impacts, and provide clear, evidence based recommendations that drive positive change.
- Practical experience of supporting change initiatives, from initial discovery and requirements gathering through to solution development, implementation and benefits realisation.
5. Technical statement (up to 250 words). The following statement is aligned to the required technical skill of: Business Modelling. This statement should be used to provide example(s) of how you meet the criterion below:
Please describe a time when you selected and applied appropriate business modelling techniques to understand a problem and how your work informed decision‑making.
The sift panel will use the information in your employment history, personal statement, and technical statement to assess your experience, skills and knowledge.
An initial sift will be conducted using the technical statement. Candidates who pass the initial sift will be progressed to a full sift.
If you do progress to a full sift, you will be provided with one combined overall assessment score for both your employment history and Personal Statement.

Stage 2: Interview
If you’re successful at sift stage you will be invited to a video interview via Microsoft Teams. There, you will be assessed against the experiences listed above.
Interviews will take place from mid May 2026 . Interview dates to be confirmed.
To help you prepare and settle into the interview you will be sent the interview questions in advance of the interview, at least 5 days prior to your interview. These questions should be treated as confidential and should not be shared. The interview panel may ask you other questions which will not be shared in advance, including follow-up questions, and those about your experience and abilities. Candidates may be asked further probing questions if their response is deemed to require further information to determine suitability for the role.
Candidates are strongly encouraged to secure their interview slot promptly to ensure fairness in preparation time with the questions provided in advance.
