Job summary
We are looking for a Business Analyst with the right experience to understand and analyse user and business needs in relation to Surge Response.
The CDO Group mission is to enable UKHSA to make the nation’s health secure through safe and innovative digital capabilities and by the transformation of public health data, analysis,insight and surveillance.
This role sits within the Surge Response Service Programme. As part of its remit for Emergency Preparedness, Resilience and Response, UKHSA acts as a Category 1 responder under the Civil Contingencies Act 2004. The government states that UKHSA should have well-tested response capabilities to detect, contain and treat novel infectious diseases as part of its responsibility for preparing for the risk of ‘Emerging Infectious Disease’.
The Surge Response Service (SRS) Programme will build a flexible and scalable set of capabilities to respond to a range of health threats. This includes the capability for health protection teams, organisations, and the public to order test kits, fulfil orders, process and notify results and support contact tracing and targeted advice and guidance.

Job description
As a Business Analyst, you will be responsible for understanding and analysing user and business needs for initiatives for small to medium size projects or working within a team of business analysts under the direction of a Senior Business Analyst on more complex projects.
You will ensure that outcomes are aligned with the service vision and business strategy.
You will facilitate collaboration and communicate with stakeholders to support the design, build and delivery to meet the user needs.
This role is aligned to the Delivery, Data and Technology Framework (DDAT) career pathway Business Analyst.
The main duties will include:
- A Business Analyst leads on analysis in small to medium size projects and supports larger and more complex projects:
- Analyse and understand business problem and opportunities
- Identify areas for improvement, explore feasible options, analyse the effects of change and define success measures
- Identify and escalate risks and issues as they arise.
- Undertake research and analysis to understand how a business or business area works, considering the people, organisation, processes, information, data and technology
- Identify and elaborate user and business needs to enable effective design, development and testing of services and business change
- Collaborate with the delivery squad to make decisions on prioritisation and minimum viable product by using analysis-led insights
- Ensure new products and services developed meet business and user needs, are aligned with organisational goals and take account of business and policy constraints
- Develop, coordinate and agree sign off the As-Is and To-Be business process and requirements.
- Undertake Stakeholder analysis and tailor communication to stakeholder needs
- Be active member of the UKHSA Business Analysis Community of Practice, sharing best practice.

Person specification
Essential Criteria
- Demonstrable experience in requirements management using a broad range of analysis techniques
- Experience of defining and managing business and user needs and requirements.
- Ability to address conflicts, ensure traceability of requirements and facilitate prioritisation.
- Experience of identifying stakeholders, tailoring of communications to meet their needs and building consensus.
- Experience of working in Agile and in multi-disciplinary teams. Ability to adapt ways of working to fit with the squad delivery methodology.
- Experience of context, problem and option analysis. Has experience of defining problem statements and developing options and recommendations.
- Experience of undertaking process analysis and evaluation to identify business problems and to support process improvement.
- Experience of using Business modelling techniques and eliciting appropriate information to create effective models
- Experience of developing business scenarios and acceptance criteria to support Testing.

Location (Hybrid)
This role is being offered as hybrid working based at any of our Core HQs in Birmingham, Leeds, Liverpool or London (Canary Wharf).
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) on-site.
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Security clearance level requirement
Part 1
Successful candidates must pass a basic Disclosure and Barring Security (DBS) check before they can be appointed.
Part 2
Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Counter-Terrorism Check clearance.
For meaningful National Security Vetting checks to be carried out, individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years to obtain Counter Terrorism Check (CTC) clearance. UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting at this higher level and applicants should contact the Vacancy Holder / Recruiting Manager listed in the advert for further advice.
Salary information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

For fixed term posts
For Temporary Appointments, if you are not currently a civil servant, you will take up the post on a Fixed Term appointment. You may be able to take this role up as a Secondment. If you are an existing Civil Servant, based outside of the UKHSA, you will take up the post as a loan which you will need your department to agree. You cannot take the post up as a fixed term. If you are an existing UKHSA member of staff, you will take up the post as either a level transfer or a temporary promotion as per the UKHSA’s Pay policy.
Future location

The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available.
