Job summary

The Change Team sits within our Operational Services Division and is comprised of three key pillars:
- Transformation Office,
- Programme & Project Management (“PPM”)
- Business Design & Change (“BDC”).
These pillars contain professional practitioners who are deployed to projects and programmes within HSE, and each pillar is led by a Head of Change. The Business Analyst (BA) role sits in the Business Design & Change Management (BDCM) pillar and will report to either a BD&CM Manager or a Practice Lead. The Business Analyst will work alongside other professionals, e.g. other Analysts, Business Design & Change Practitioners, Business Architects, and operational experts. The role is a key position in designing, building and implementing new operating models and digital services in line with HSE’s strategic priorities, focusing on efficiency, effectiveness, regulatory outcomes, and improving the user experience. They are responsible, at a project level, for baselining current activities, articulating business and user requirements, designing and implementing new services, processes, organisational structures and ways of working, as well as providing continuous improvement support to HSE’s operations.
This is an exciting opportunity to help us lead, drive and deliver significant change across HSE, driven by a new strategy and a number of new and challenging transformation programmes. You will grow your skills as part of our growing community of practice and will mentor or manage more Junior Business Analysts.
Working Pattern
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week over 5 days.
Job description
You will work within multidisciplinary teams to support the delivery of the various organisational benefits and enhancements. You will be responsible for supporting work across digital and transformation projects to articulate business and user requirements, design and implement new services, processes, organisational structures and ways of working. You will also provide continuous improvement support to HSE’s operations.
Key Responsibilities
- Undertake business analytics, including performance and productivity baselining, demand analysis, impact and feasibility analysis, scenario modelling, activity-based costings, and benefits tracking to support the build of comprehensive transformation plans
- Collaborate with multi-disciplinary professionals and operational teams in the design and delivery of services and functions, which are efficient, effective and user centric across the end-to-end process
- Work with stakeholders to help gather and refine requirements for future operating models, using appropriate methodologies and approaches
- Understand and document the baseline and current state of services and functions, including end to end processes and user journeys
- Design future state processes, workflows, and user journeys, contributing to the production of full end to end target operating models and organisational designs, through defining operational pilots, test scenarios etc., reporting on outcomes and results, adjusting proposed solutions as appropriate
- Work with operational teams to ensure ongoing process control, performance, and compliance through the development of operational frameworks
- Identify and manage important stakeholders, tailoring communication to their needs, and work with teams effectively and collaboratively across the organisation.

Essential Skills & Criteria
- Experience of capturing user needs and requirements and documenting functional and non-functional requirements and user stories (Lead Criterion - please ensure you demonstrate the process you undertook, including the how, what, why, and the resulting outcome).
- Ability to baseline current processes and design future state processes, workflows, and user journeys.
- Experience of stakeholder engagement and management experience, able to own and manage stakeholder relationships at varying levels of seniority with technical and non-technical audiences and adapt communication style as necessary.
- Experience in supporting the implementation of new processes and technology, enabling effective change management and business deployment activities.
- Experience of working in Agile delivery environments and using appropriate tools and techniques.
- Proficiency in use of Microsoft tools, including Excel, Visio, SharePoint, PowerPoint and tools such as Azure DevOps, Dynamics365.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues.
