As a Business Manager, you will have responsibility for the day‑to‑day oversight of office services and estates activity across a large and geographically diverse area. You will balance providing professional advice and operational leadership with the ability to challenge, prioritise and make sound decisions in a fast‑moving environment. The role offers significant autonomy and variety, with responsibility for managing budgets, overseeing contracts, leading staff and coordinating estates projects such as refurbishments and relocations.

Job description
The Business Support Services function sits within Local Court and supports the successful delivery of the operational business of the COPFS.
As an Office Services Manager, you will play a key role in ensuring the safe, secure, and efficient operation of COPFS offices across Scotland. You will oversee health and safety compliance, manage office maintenance, and support estates projects such as refurbishments and relocations.
The role includes line management responsibilities, requiring you to lead and support your team to deliver high-quality services. Strong communication, time management, and decision-making skills are essential, as you will work closely with contractors, internal teams, and external stakeholders to keep our offices compliant, functional, and fit for purpose.
SCOPE OF THE ROLE
- Ensure offices across Scotland comply with Health & Safety regulations, including conducting regular risk assessments and audits
- Maintain baseline security standards and monitor compliance
- Provide strong operational oversight, including reactive issue resolution and contingency planning
- Manage budgets for office services and estates-related activities
- Lead and support a team, ensuring effective workload management and collaboration
- Communicate effectively with internal teams, contractors, and external stakeholders
- Authorise consolidated invoices (e.g., security, utilities) and monitor costs
- Plan and organise travel for yourself and team members to multiple office locations
- Manage calendars and schedules for yourself and direct reports
ROLE SPECIFIC DUTIES
- Assist with planning and delivery of office refurbishments, relocations, and participate in local Estates group meetings
- Monitor and resolve security or maintenance issues promptly
- Liaise with stakeholders – contractors and service support wide… to ensure office maintenance and repairs are completed to standard
- Authorise and monitor stationery requests and procurement processes (P2P)
- Oversee business contingency plans for assigned offices
- Manage contracts provided by the procurement team and ensure compliance with agreed terms
- Cover for Business Managers during periods of absence
- Ensure tight timescales are met for operational and estates-related projects
- Identify and manage risks, including operational, financial, compliance, and reputational risks
Person specification
You will demonstrate exceptional project management capability, balance multiple priorities while driving projects to successful completion within agreed timescales and budgets. With clear, persuasive communication and a collaborative approach, you’ll lead with confidence, adapt under pressure, and uphold the highest standards of service and compliance.
