Job summary
The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

The multidisciplinary teams within IBCA’s Digital Service Directorate are organised around delivering our mission and priorities:
• To create a user-centred, empathetic end-to-end service at the heart of IBCA.
• To provide the means of paying compensation to those eligible.
• To iterate our service through starting small and scaling fast, through a test and learn approach.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.
Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
Job description
The Business Relationship Manager will be a key member of the Infected Blood Compensation Authority’s Digital Delivery ambitions, focusing on delivering the IBCA’s aims and objectives. You’ll be part of a team where your ideas are valued, your expertise is recognised and where you can enhance your business relationship management experience. The defining aspect of this role is delivery, balancing agility and control. We're looking for an individual who is proactive and self-motivated, with a strong sense of ownership and accountability. Responsibilities
Strategic Partnership & Relationship Management
• Build and maintain strong, trust-based, and long-term strategic relationships with business leaders, stakeholders, and external partners across all levels of the IBCA.
• Serve as the single point of contact and 'translator' between the business units (their needs, strategy, and challenges) and the IBCA Digital/IT functions (solutions, capabilities, and services).
• Proactively collaborate with business stakeholders to understand their strategies, objectives, and pain points, ensuring digital initiatives and service delivery are strategically aligned with the overall IBCA goals.
Demand Shaping & Value Optimisation
• Facilitate the process of shaping business demand for digital products and services, working with business partners to create and prioritise a roadmap of change that delivers maximum organisational value.
• Lead investigative work into problems, opportunities, and emerging business needs within existing processes and capabilities to identify potential digital solutions and improvements.
• Support or preparation of detailed documentation for new ideas, opportunities, and investments, including scoping high-level solutions and developing compelling Business Cases with clear financial and non-financial benefits.
Digital Service Delivery & Improvement
• Work with business and digital teams to establish, agree upon, and monitor solutions to agreed business needs, regularly reviewing performance to ensure services meet or exceed business requirements.
• Act as the point of contact for significant digital-related escalations, complaints, and service issues, coordinating resolution across relevant internal teams (Digital, Operations, Corporate Services, etc.) and communicating status clearly to stakeholders.
• Proactively lead or contribute to continuous improvement activities that mature the capability and efficiency of business and digital processes, recommending and implementing solutions for optimisation.
Communication & Influence
• Effectively negotiate with and influence stakeholders—often in challenging situations—to manage expectations, mediate conflicting requirements, remove organisational blockers, and drive consensus on strategic decisions.
• Ensure clear, regular, and audience-appropriate communication regarding all digital and technology activities, roadmaps, and service updates, translating complex technical information into simple business terms and vice-versa.
• Actively promote the value and capabilities of the IBCA Digital services, providing strategic guidance on how technology can support and drive business initiatives and goals.

• Deep understanding of the specific mission, policies, regulatory framework, and target outcomes of their partnering business directorate (e.g., operations, HR, corporate services).
• Strategic Planning & Finance: Ability to participate in strategic planning, understand business roadmaps, and assess investment proposals based on return on public value.
2. Relationship Management and Consulting Skills
• Consulting & Coaching: Ability to move beyond simply taking requirements to coaching the business unit on what is truly possible and necessary.
• Stakeholder Management: Expertise in navigating complex stakeholder environments, managing competing priorities between different departments, community representatives and individuals.
3. Technical Fluency and Digital Leadership
• Technical Knowledge: Possess enough knowledge to be credible without needing to be a deep technical specialist.
• Agile and Product Management: Understanding of modern delivery methodologies and the ability to champion a product-centric approach focusing on continuous improvement of a service.
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
