An opportunity has arisen within Transformation & Technology directorate for a Business Relationship Manager – Forecasting FinOps and Financial Analysis.

The practice contains a mature IT Infrastructure engineering community who are responsible for the support and maintenance of our technical infrastructure. This role sits within FinOps team supporting primarily, but not exclusively, budget management of the support contracts that deliver our IT Infrastructure. This includes management of RDEL and CDEL expenditure.

Job description

The role holder will proactively and effectively manage accurate financial records and processes and budget alignment activities working to strict accounting deadlines, support the management of spend approvals and pipeline planning. The role is vital in ensuring the services we run are maintained and contracts are in place to support our infrastructure services.

Main duties include:

  • Work with the Budget Holders to ensure effective financial accounting and control of the IT Operations, IT Service Management and IT Supplier and Contract management Practice Business As Usual (BAU) and Fixed Asset (FA) budgets, aiming to keep within the tolerance allowed
  • Manage the regular monthly, quarterly and year-end processes, including reconciling the transaction reports, accruals and prepayment files with the IT Operations Practice, IT Supplier & Contract Management Practice and IT Service Management Practice Monitoring and Forecasting documentation.
  • Maintain accurate monitoring and forecasting records, collating new and committed spend, explaining variances, identifying trends and tracking change
  • Respond to both routine and ad-hoc requests for information from DDaT Finance Business Partner for the Technology Management Board (TMB) and Finance and Business Services (FABS), and complete variance and other returns, in a timely manner.
  • Support the management of expenditure planning for spending reviews and business planning cycles, researching and preparing accurate information within the deadlines set.
  • Understanding of cloud platforms (AWS and Azure), their pricing models and FinOps
  • Referral point for requisitions, purchasing, receipting and invoice queries including correct coding of expenditure and treatment of VAT for IT Operations Practice, IT Supplier & Contract Management Practice and IT Service Management Practice, providing guidance when required to Projects and Programmes regarding wider DDaT purchasing queries. This may require engagement with suppliers.
  • Work with technical and supplier and contract management teams to ensure contract renewals are managed on time and within budget
  • Pipeline plan financial expenditure and ensure it is aligned with technical roadmaps, to deliver service continuity.
  • Contribute to financial, technical and commercial discussions and liaise with customers, IT partners and suppliers.
  • Act as a role model and leader within the IT Operations Practice and associated areas.
  • Leading and guidance given to junior members of staff.
  • Share knowledge and experience with others, in line with the continuous improvement agenda and to help build capability within the IT Operations Practice
  • Understand the asset lifecycle, including depreciation.
  • Ensure a customer focused approach to financial management

HMLR expect everyone to spend at least 60% of their working time in the office.

Please note you will be required to work a minimum of 30 hours per week in this post.

This role may involve occasional travel which may include stays away from home. The role may require occasional planned out of hours working to deal with IT changes and maintenance.


Person specification

To be successful in this role you will have Financial Analysis capability and be confident in working with numbers, in particular the ability to reconcile different sets of information. You will be a strong communicator, who can build working relationships with engineers and stakeholders. You are a team player, who can work to deadlines and be able to prioritise urgent tasks, with a logical analytical approach to problem solving.

You will have proven knowledge and experience of working practices within IT Operations. You will be competent with MS office, in particular strong Excel skills.

You will need the right to work in the UK in order to commence employment with HMLR. Any offer of employment will be withdrawn if you do not have the right to work
