Job description

As Capability & Talent Partner, you will contribute to HMT’s strategic capability and talent objectives, and support the Treasury Future Vision, working in partnership with Professions, Groups, external suppliers and Civil Service Learning to deliver best in class learning and development opportunities for HMT. This role will require you to lead on our internal talent programmes, apprenticeship strategy and Leadership & Management offer, as well as design and facilitate learning events. The postholder partners with Groups, consulting on capability and development needs, to design and deliver effective solutions.


The key accountabilities will include (but are not limited to):

  1. Lead on the design and strategy for our internal talent development programmes such as Inspire and Accelerate, which are open to specific grades and under-represented groups
  2. Lead on Treasury’s Apprenticeship Strategy, aligning it with our overarching approach to talent development
  3. Line manage the Capability & Talent Programme Managers (2), enabling smooth delivery and evaluation of aforementioned talent programmes and other flagship offers such as the Graduate Development Programme and Policy Basecamp
  4. Lead on the design and continuous improvement of HMT’s Leadership and Management offer, including the Senior Civil Service (SCS) offer, and enable effective delivery through line management of our Leadership and Management Development Manager
  5. Partner with Groups to effectively plan for how they use their Learning and Development budget, working with them to develop key skills that are needed, and design/deliver team-building sessions
  6. Deliver on the Capability and Talent Strategy to build a future-ready, AI-enabled, agile Treasury, working closely with colleagues with expertise in data and AI
  7. Lead on the design and facilitation of learning events and the development of learning courses, e-learns, videos and podcasts, delivering through team members to develop content aligned to our organisational goal
  8. Communicate with and influence staff across the department, including challenging senior stakeholders in their thinking and build a presence in the cross-government Capability and Talent community

We are looking for the below skills, experience and behaviours and we will ask you to demonstrate these in your application form.

  1. Developing Self and Others: Ability to lead Capability & Talent programmes, from procurement & design through to delivery and evaluation, including demonstration of strong facilitation, coaching and design skills to create a development culture where everyone can thrive.
  2. Communicating and Influencing: Ability to collaborate with key internal stakeholders to understand learning needs, influence senior stakeholders on the best solutions, and work with stakeholders across Government to share best practice learning.
  3. Changing and Improving: Ability to oversee delivery of high quality Capability & Talent programmes, managing relationships with external suppliers, holding them to account so that we are delivering innovative solutions that support a future-ready, agile, AI-enabled Treasury.
  4. Experience: Proven experience of leading the design and delivery of organisation-wide learning and talent programmes, applying adult learning principles to develop capability and achieve organisational outcomes. Expertise in facilitating engaging virtual and face-to-face learning for large and diverse audiences. Proven ability to lead the development of learning events, e-learning, videos and podcasts through others, ensuring content aligns with strategic organisational priorities.

The lead criterion is: Developing Self and Others.

It is essential that the post-holder has experience in:

  1. Design and delivery of Learning and Talent programmes using adult learning theories
  2. Virtual and in-person facilitation to large and varied audiences

It is desirable that the post-holder has experience in:

  1. Line management, or examples that demonstrate development of others including creating an inclusive team that fosters personal development
  2. Using and managing the apprenticeship levy
  3. Adobe Creative Suite, Photoshop, InDesign to help produce HMT specific learning assets
  4. Use of e-learning authoring tools (such as Articulate), video design, recording and editing software
  5. Working with Learning Management Systems (LMS) or Learning Experience Platforms (LXP)
  6. Coaching and psychometric tools such as Insights

Reserve Lists

You will be placed on a reserve list if your application is successful, but we cannot offer you a role immediately. Internal Fraud Database Check

National Security Vetting

Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks. Additionally, successful candidates will be subject to National Security Vetting. The level of security vetting required for this role is Counter-Terrorist Check.

To allow for meaningful checks to be carried out, applicants will need to have lived in the UK for at least 3 out of the past 5 years. You will be asked to provide residency information within your application form, and eligibility for national security vetting will be checked once the advert closing date has passed. In certain circumstances, for example if you have been working abroad on a government posting, a lack of residency would not be a bar to security clearance however the Department will need to consider eligibility on a case-by-case basis once the advert closing date has passed.
