About the Team

The Development and Capital Projects Team sits within Property Services and plays a vital role in delivering Warwickshire County Council's ambitious capital investment programme. Working across education and corporate estates, the team is responsible for delivering high-value construction and infrastructure projects that support communities, improve services and create modern, sustainable environments.

This is a high-performing and highly regarded team of construction professionals, project managers and technical specialists who work collaboratively to deliver complex projects safely, efficiently and to the highest standards. As Capital Project Delivery Manager, you will play a key leadership role, supporting service innovation, driving project excellence and developing strong relationships with clients, partners and stakeholders across the organisation.

About the Role

We are looking for a driven Capital Project Delivery Manager to lead a team of four Construction Project Managers and oversee the successful delivery of a varied portfolio of large and complex construction projects within our demanding capital programme.

Based at Shire Hall, Warwick, you will be responsible for leading the delivery of a capital programme in excess of £50 million, primarily focused on education projects and other key corporate developments. You will ensure projects and programmes are delivered on time, within budget and to the required quality standards, whilst minimising disruption to service users and stakeholders.

Reporting to the Development and Capital Projects Manager, you will provide leadership, direction and support to your team, whilst managing the performance of consultants, contractors and project delivery partners. You will oversee project governance, risk management, procurement and construction compliance, ensuring projects progress smoothly from inception through to completion.

This is a strategic and operational leadership role requiring strong commercial awareness, excellent stakeholder management skills and the ability to drive successful outcomes across a complex portfolio of capital schemes.

Key Requirements

We are seeking an experienced construction project delivery professional with a proven track record of leading teams and delivering large-scale capital projects in complex environments.

You will have:

  • A construction-related degree, or equivalent qualification and experience, ideally supported by professional membership of a recognised body such as RICS, CIOB, RIBA, ICE or equivalent.
  • Extensive experience delivering major construction and capital projects, including programmes and individual projects valued in excess of £1 million.
  • Significant experience delivering projects within the education sector.
  • A strong understanding of design development, construction delivery, procurement routes and the full project lifecycle.
  • Demonstrable experience managing client-side project managers, external consultants, contractors and multidisciplinary project teams.
  • At least five years' experience managing and developing people and teams.
  • Sound knowledge of construction compliance, relevant legislation and public sector procurement practices.
  • Strong commercial and financial management skills, including responsibility for significant project budgets.
  • Excellent communication, negotiation and stakeholder management skills, with the ability to build trusted relationships across a wide range of internal and external partners.
  • A proactive and solution-focused approach, with the ability to manage risk, overcome complex challenges and maintain delivery momentum.
  • Strong leadership capabilities with a commitment to developing a positive, collaborative and high-performing team culture.

This is an exciting opportunity for an experienced construction leader to shape and deliver a significant capital programme that will have a lasting impact on schools, communities and public services across Warwickshire.
