Interventions, Sanctions & Compliance (ISC) sits within IE and is responsible for implementing, overseeing, and operating measures designed to ensure only those eligible to access work, benefits and services can do so. Its aim is to encourage compliance with the immigration rules, a critical component of the overall enforcement effort to tackle illegal migration.

This is an exciting opportunity to join the Home Office’s Data and Sanctions Team, working at the centre of proactive operational data sharing with partners across government, the financial sector and emerging industries. The role offers a fast‑paced environment with exposure to evolving national data‑sharing initiatives.

Job description

The Data and Sanctions Team leads Immigration Enforcement’s proactive operational data sharing with partners across government and the financial sector, including HM Revenue and Customs, the Department for Work and Pensions, the Driver and Vehicle Licensing Agency, the Northern Ireland Driver and Vehicle Agency, and banks and building societies. The team also supports the NHS debtor process and licensing compliance activity.

This role is for a Case Liaison Officer within the Operational Data Sharing team, which delivers proactive data sharing with banks and other government departments.

The team’s remit is rapidly expanding and is becoming the central hub for data sharing activity across Immigration Enforcement, including new initiatives with the food delivery sector. You will be expected to work flexibly across a range of workstreams, balancing business-as-usual activity with involvement in developing new data-sharing initiatives.

Due to the sensitive nature of the work, you will be required to handle information with integrity and in line with GDPR and data protection requirements. This is a fast‑paced role suited to an organised, motivated individual with strong communication skills who can adapt quickly and build effective working relationships with a wide range of partners.

Key Responsibilities

Will include but are not limited to:

  • Conducting right to work checks for individuals matched against HMRC Pay As You Earn data.
  • Reviewing DVLA, DVA, DWP and HMRC monthly returns to confirm eligibility to access work and services.
  • Completing daily assessments of banking refusal cases, ensuring decisions are accurate, proportionate and timely.
  • Managing MOVEit secure file transfer requests received via the banking measures mailbox in line with service level agreements.
  • Processing referrals from Immigration Compliance and Enforcement teams and the Construction Skills Certification Scheme.
  • Analysing Home Office systems to identify cases suitable for data sharing with the food delivery sector and other partners.
  • Delivering quality assurance activity and provide coaching and guidance to Administrative Officers, with scope to undertake line management responsibilities.
  • Undertaking additional ad‑hoc duties in line with the responsibilities of the grade.

Due to the business requirements of this role, it is only available on a full-time basis.

Person specification

Essential criteria

  • Strong organisation and clear written and verbal communication skills, with high attention to detail and accuracy when handling sensitive information in line with GDPR requirements.
  • Ability to work collaboratively and build effective working relationships with internal teams and external partners to progress work and resolve issues.
  • Confident user of Microsoft Excel, Outlook and MS Teams, able to work independently and contribute to quality assurance and continuous improvement activity.
  • Sound analytical judgement, with the ability to interrogate and interpret data and case information to make proportionate operational decisions, recognising wider departmental priorities where relevant.
  • Flexible and well organised, able to manage competing demands, prioritise effectively and deliver high quality outcomes at pace in a fast-changing environment.

Desirable criteria

  • Knowledge of immigration systems (Atlas, Entity, PEGA etc.) and Immigration legislation.

Selection process details

After submission of this first stage, you will be invited to complete the followingCivil Service Casework Skills test.

  1. Online Test – by 7th April 2026

If you successfully pass thetest, you will be invited to complete the full application form. Please complete the online test as soon as possible (within 24-48 hours is recommended). If you fail to complete the online test or full application before the deadline, your application will be withdrawn.

You cannot complete the test on a mobile phone or tablet.

Please note: Our online test supplier will be performing scheduled maintenance between midday - 1 p.m. and 4 p.m. - midnight on 29/03/2026 You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.

Following successful completion of your test, you will then be asked to complete the full application form.

2.Application – by 7th April 2026

As part of the application process, you will be asked to complete:

  • Personal Statement (maximum 500 words).
  • Evidence of the Behaviour 'Making Effective Decisions' (maximum of 250 words per Behaviour).

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3.Sift – week commencing 13th April 2026

The sift will be held on the Personal Statement and the Lead Behaviour 'Making Effective Decisions'.

Should a high volume of applications be received, an initial sift will be conducted on the Personal Statement.

Candidates who pass the initial sift will then be progressed to a full sift that will consist of the remaining submitted element, in this case, the Lead Behaviour 'Making Effective Decisions'. Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted element scored and will only receive a sift score for that assessed at the initial sift.

4.Interview – week commencing 4th May 2026

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) and Strength based questions. All behaviours listed in the selection process will be scored at the interview.

The interview will take place via MS Teams.
