This role is part of HMRC Valuation Office, formerly known as the Valuation Office Agency. We have recently integrated into HMRC. As we continue the transition to our updated HMRC branding, you may still see some VOA logos or references in our advertisements for a temporary period.

Job description

Role Overview

We’re looking for talented people who are eager to contribute to vital public services and assist us to deliver taxation support to the government and local authorities. Your skills and experience will enable us to provide an efficient, effective service right at the heart of the public interest.

The Council Tax Reform Team plays a pivotal role in the HMRC Valuation Office in transforming Council Tax processes in Wales. As a Caseworker you will examine complex information and undertake detailed analysis to make accurate and informed decisions. Our caseworkers understand and apply technology to achieve efficient and effective business and personal results.

The successful candidate will have the opportunity to take the initiative and suggest ideas for business improvements, developing their networks and sharing feedback with others in a constructive manner.

Full training will be provided on the systems used to help your decisions and you will have the full support and guidance from your line managers.

This is a 12‑month Fixed Term Appointment, with the potential for permanency depending on business need.

Key responsibilities

Our activities are wide ranging and can include:

  • Using research and analytical skills to interpret information and make judgements to make evidence-based decisions on domestic properties.
  • Working within current legislation and organisational policy and guidelines.
  • Being accountable for decisions made.
  • Researching and assessing casework.
  • Inputting, and downloading of, data into our computer systems.
  • Building relationships by working closely with other Caseworkers, and wider teams within the Valuation Office.
  • Inspection of domestic properties as required.

100% Office attendance is required to undertake training and get comfortable with new processes. This will be expected until you complete your training to the required expectations where you will then be invited to discuss a hybrid working pattern with your manager in agreement with HMRC VO policy.

There may be a need for occasional travel across the UK with some overnight stays required to support business needs.

Person specification

We are looking for people who have an interest in the property sector and who are looking for an exciting role to further their property knowledge and develop their career. The successful candidate must be self-motivated and able to thrive and work in a fast-paced environment. You will have good domestic property knowledge, with a willingness to embrace mass valuation techniques and a mathematical approach to valuing properties.

Essential Requirements

  • Strong analytical, problem solving and research skills to make good judgement and informed decisions.
  • Good horizon scanning and organisational skills with the ability to ensure that results are achieved on time, monitoring your work against milestones.
  • Good facilitation skills with the ability to engage at all levels and to shape effective outcomes across a wide range of stakeholders.
  • The ability to communicate effectively with a broad range of people both verbally and in writing.
  • Self-motivator, able to work in a busy team environment and have the flexibility to switch, at short notice, between the various duties without compromising on detail.
  • Take initiative and suggest ideas for business improvements, developing networks and sharing feedback with others in a constructive manner.
  • Have a working knowledge of Microsoft Word, Excel and Outlook.
  • A willingness to undertake occasional site inspections of properties, and location visits, where necessary. A full UK Driving Licence will be required.

  • A knowledge of the Welsh property market.

Hybrid working at HMRC

Terms & Conditions

Current Civil Servants (all contract types) will need to ensure that they are still employed as a Civil Servant on or beyond the start date for the post.
