About this job

This is a key role in supporting the Council’s whole‑organisation change approach and the shift to resident‑centred, preventative and place‑based services that work across organisational and system boundaries. You will help embed a culture of collaboration and continuous improvement, strengthen leadership capability, and build organisational capacity for digital and data‑informed ways of working.

What you’ll be doing

  • Help us to set the OD Direction for the Council's Change Programme
  • Act as a strategic OD resource, aligning leadership development and change interventions to the Council’s three core shifts: Reaction to Prevention, Complexity to Simplicity, and Surviving to Thriving.
  • Build organisational capability for place‑based working, digital fluency and adaptive leadership by establishing a core curriculum (including technical skills) that equips staff to lead, deliver and sustain change and cost reduction.
  • Embed employee voice, engagement and resilience as key drivers for change.
  • Design and deliver leadership development programmes that build strategic, collaborative, digital and data‑informed leadership.
  • Build change readiness across teams, strengthening resilience and adaptability.

What we’re looking for

  • A strong track record of leading OD strategies in complex, multi‑stakeholder environments.
  • Expertise in designing and delivering leadership development, change management and employee engagement programmes.
  • Confidence working with diagnostics, impact measurement and benefits realisation.
  • Strong facilitation and communication skills, with the ability to engage diverse stakeholders and foster collaboration.
  • Proven ability to embed equality, diversity and inclusion within OD and change activity, and to use insight and data to track outcomes.
  • Resilience, emotional intelligence and the ability to lead through ambiguity and complexity.
  • You’ll be part of a high‑impact HR/OD team helping to shape how the organisation leads and delivers change—supporting leaders and teams to work differently, improve outcomes and strengthen the experience for residents and communities.
