Job description

The Child Maintenance Service (CMS) is seeking a highly motivated and delivery-focused People Development Strand Lead to support the design, delivery and continuous improvement of capability, learning and talent activity across the organisation.

This is an exciting opportunity to play a key role in shaping and delivering people development solutions that strengthen colleague and leadership capability, improve colleague experience and support the delivery of high-quality customer service.

As a People Development Strand Lead, you will lead the design, development and delivery of capability, learning and talent solutions, taking ownership of key workstreams and driving high-quality outcomes that directly support organisational priorities. Current priorities include leadership development, onboarding and induction, talent and succession activity, learning design and capability improvement initiatives that support operational performance across CMS.

Working collaboratively with a wide range of stakeholders, you will build a strong understanding of operational challenges and use this insight to influence, shape and tailor interventions that are practical, relevant and impactful.

Operating in a transforming environment and at pace, you will combine strategic and business awareness, taking accountability for ensuring solutions are aligned, sustainable and continuously improving.

Key Responsibilities

As a People Development Strand Lead, you will:

  • Lead and support the design, delivery and evaluation of capability, learning and talent products and initiatives, developing high-quality learning resources, presentations and guidance materials. Design and facilitate engaging learning interventions, workshops and development activities, both virtually and face-to-face, ensuring content is impactful, accessible and communicated clearly and professionally.
  • Manage multiple people development projects simultaneously, ensuring delivery to agreed standards, timescales and outcomes. Monitor project progress, identify risks and barriers early, and take appropriate action to maintain delivery and quality.
  • Build strong and collaborative relationships with operational leaders, stakeholders and delivery partners to identify capability needs and develop practical solutions.
  • Use organisational insight, data and feedback to identify improvement opportunities and shape learning products and approaches.
  • Promote inclusive learning practices and ensure development opportunities are accessible and fair and contribute to continuous improvement activity by evaluating impact, making recommendations to improve and enhance.
  • The role may also include line management responsibility, providing leadership, support and development.

Person specification

  • Learning and People Development Expertise - Experience of designing, developing and delivering learning, talent of capability initiatives that meet organisational needs and achieve measurable outcomes. - Lead criteria
  • Project Management and Delivery - Experience of managing multiple priorities and delivering complex activity to challenging timescales, maintaining quality, managing risks and adapting plans where required.
  • Stakeholder Engagement and Collaboration - Proven ability to build effective relationships and work collaboratively with stakeholders at all levels to influence, gain buy-in and deliver shared objectives.
  • Communication and Facilitation - Strong written and verbal communication skills, with experience of facilitating engaging workshops, learning sessions or meetings with a range of audiences, both virtually and face-to-face.
  • ContinuousImprovement Using Insight - Experience of using data, feedback and organisational insight to evaluate effectiveness, inform decisions and continuously improve learning or people-related products and services.

Desirable Criteria

  • CIPD qualification or working towards a recognised People Professional qualification.
  • Experience of supporting leadership, talent or apprenticeship programmes.
  • Experience of facilitating blended or virtual learning solutions.
  • Experience of working within a large, complex organisation.

Benefits

Hybrid Working

This role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work.

If a hybrid working arrangement is suitable for the role and for you, you will normally be required to spend a minimum of 60% of your contracted working hours from your DWP office.

Working Hours

The Department’s contracted working hours are:

  • Monday to Friday: 07:45 to 20:00
  • Saturday: 08:45 to 17:00

Employees are contracted to work a set number of hours per week within these timeframes.

  • For full-time employees, this is 37 net hours per week (equivalent to 42 gross hours, including meal breaks).
  • For part-time employees, the number of hours will be proportionally less, based on their contract.

Employees are expected to work the full number of hours for which they are contracted.
