Applications for this role are restricted to existing employees of the College of Policing, the Civil Service and staff of a UK police force or UK policing organisation.

Job description

We have an exciting opportunity for a highly experienced business development professional to join our small commercial team as one of two Client Development Managers. You will be responsible for managing a portfolio of high value clients, working with them to grow revenue streams through training solutions and licensed products.

You will work with colleagues across the organisation throughout the lifecycle of a commission. From setting expectations, interpreting needs and building solutions with our subject matter experts, to costing, contracting and overseeing outputs.

We are looking for a confident, self-starter with the ability to “hit the ground running” and quickly pick up B2B engagement with an existing portfolio of core clients. With a focus on promoting police and uniform services’ learning, you will need to be experienced in policing and understand Learning & Development theory and practice. The ideal candidate will also possess strong commercial and project management skills and an awareness of marketing activity within the public sector.

You will be adept at managing senior relationships across multiple organisations. Combining influence with excellent problem-solving skills, to identify client needs and work with subject matter experts to develop appropriate learning programmes.

This is a varied and demanding role and will involve some travel across the UK, to attend meetings with clients and colleagues. It is also a hugely satisfying role, contributing to improved standards and capability within a range of client organisations.

You will join a small, but hardworking, and friendly team of six in Business Development (Domestic) and have line management responsibility for a Client Liaison Officer. Business Development (Domestic) is part of the larger Commercial team, with counterparts in Business Development (International) and colleagues in BD Operations and IP & Licensing.

Responsibilities will include (but not limited to);

  • Confidently engage and collaborate with clients, colleagues and stakeholders. Be inquisitive and able to challenge constructively. Be accountable for your actions and decisions, and those in your team if applicable. Encourage collaboration within own team and across peer groups to share information, resources and support
  • Scope, plan and manage work in a project or ‘business as usual’ environment to ensure success criteria are met. Provide high quality information to support effective delivery, identifying and managing performance and operational risks and taking timely action to rectify underperformance where appropriate.
  • Commit to personal continuous professional development and aim to keep abreast of industry best practice. Use management information to encourage the development of continuous improvement arrangements in line with College of Policing standards that help teams focus on impact, outcomes and driving improvement. Identify capability gaps for self and team (if applicable). Ensure development objectives are set and achieved to address any gaps and enable delivery of current and future work.

To be successful in this role you’ll need:

  • Excellent interpersonal skills with the ability to influence, negotiate and build effective working relationships with internal and external senior stakeholders to achieve timely and value-added results
  • Experience in business development, policing, L&D, commercial operations and marketing
  • Excellent verbal and written communications skills with the ability to translate technical and academic language into an appropriate format and style for all stakeholders

Essential Criteria

  • Minimum of degree level education / or equivalent experience
  • Extensive knowledge and experience of policing
  • Proven experience in business development and strategic stakeholder engagement
  • Minimum of working level knowledge of L&D theory and practice
  • Ability to problem solve effectively
  • Experience of providing paid consultancy services
  • Strong leadership and line management experience

Interview date(s): we aim to conduct in person interviews w/c 26th May 2026. Interviews will be held at our Ryton campus in Coventry.

The interview process will include a 20-minute presentation (subject matter will be advised in advance) followed by both behavioural and technical questions.

An initial sift based on the lead behaviour "Communicating & Influencing” and the Personal Statement may be held if a large number of applications are received. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.
This role is available as a permanent post.

• colleagues employed directly by the College or the Civil Service. Please note you will be required to obtain the written support of your line manager prior to submitting your application.
