About the Facilities Management Project Delivery Team
Facilities Management Project Delivery (FMPD) is a Portfolio, Programme and Project Management team within the Commercial Directorate. The team undertakes strategic analysis of future Commercial and Infrastructure (C&I) requirements, developing delivery options and innovative solutions to support business objectives.
Working closely with Commercial colleagues and key stakeholders, FMPD helps translate strategy into effective and efficient commercial arrangements for facilities management and wider estate services. The team also identifies opportunities to support broader C&I priorities, enabling the delivery of effective operational capability across the Defence estate.

This role offers the opportunity to work on high-profile Defence projects, develop specialist quantity surveying and cost management expertise, and influence key commercial decisions that support critical operational capability across the Defence estate.
A typical day as an FMPD Quantity Surveyor
No two days are the same in this role. On any given day, you could be:
- Developing should-cost estimates for facilities management or infrastructure projects to support affordability assessments, procurement activity and commercial decision-making.
- Reviewing tender submissions and analysing the financial aspects of contractor proposals to support tender evaluations and ensure value for money.
- Working alongside project and programme teams to develop cost models and estimates for projects of varying size, complexity and value.
- Attending meetings with commercial, project delivery and technical teams to provide cost advice and support negotiations with suppliers.
- Analysing supplier quotations, tender returns and cost data, identifying trends, risks and opportunities to support informed decision-making.
- Collecting and benchmarking data on project costs, quality and performance to support value-for-money assessments and continuous improvement initiatives.
- Supporting the development of benchmarking strategies and providing cost assurance across a diverse portfolio of facilities management and capital projects.
- Validating cost information to inform cost planning, whole-life costing, lifecycle replacement programmes and major capital investment decisions.
- Preparing reports and presenting findings to stakeholders, helping programmes and projects understand costs, risks and commercial implications.
- Collaborating with colleagues across commercial, finance, project delivery and technical disciplines to support the successful delivery of UK and overseas Defence infrastructure projects.
Responsibilities

Essential Criteria
- Degree in Quantity Surveying with relevant post-qualification experience in a Quantity Surveying role.
- Experience of preparing and reviewing cost estimates, cost plans and financial analysis for construction, infrastructure, facilities management or estate-related projects.
- Experience of cost benchmarking, value-for-money assessments and analysing commercial or cost data to support decision-making.
- Strong analytical skills with the ability to interpret complex information, identify trends and provide clear recommendations.
- Experience of reviewing supplier quotations, tender submissions and commercial proposals.
- Excellent written and verbal communication skills, with the ability to communicate effectively with a wide range of stakeholders.
- Proven ability to build collaborative relationships and work effectively across multidisciplinary teams.
- Strong organisational skills with the ability to manage competing priorities and deliver quality outputs to agreed deadlines.
- Proficiency in Microsoft Excel and other data analysis tools used for cost modelling, reporting and benchmarking.

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.
