Job summary

This is an exciting opportunity to join the Parliamentary Commercial Department (PCD) as a Commercial Manager, helping to deliver high‑impact commercial projects that keep both the House of Commons and House of Lords running smoothly.

Job description

In this role, you’ll be shaping and delivering procurement activity across our Digital category; covering ICT hardware, software, IT services, networks, and cyber, ensuring Parliament secures the right solutions at the right value. You’ll build trusted relationships with teams across Parliament, understand their needs, and lead procurement activity that supports our category strategy and wider organisational goals.

PCD sits at the heart of Parliament’s commercial operations, supporting nearly £1bn of annual spend and enabling major, transformational programmes across our estate, including work on the UNESCO World Heritage Site of the Palace of Westminster. This role offers a rare opportunity to contribute to work that shapes the future of Parliament while gaining unique insight into its inner workings.

This role is offered on a hybrid working basis, with an expectation of you spending 40% of your time in the office.

Person specification

  • You may have level 4 CIPS, equivalent experience or other relevant qualifications.
  • Practical experience working in a commercial environment, with an understanding of procurement legislation such as PCR 2015 and the Procurement Act 2023.
  • Strong stakeholder skills, with the ability to build rapport, influence outcomes, and work inclusively with colleagues at all levels.
  • Highly organised, able to manage multiple priorities, work methodically, and adapt quickly when needed.
  • Confident using IT and digital procurement tools, including e‑tendering systems and data/reporting tools to inform decision-making.
  • Able to work accurately under pressure, with strong analytical and research abilities that support problem‑solving across varied scenarios.

Please note that total salary may be comprised of a mixture of basic salary pay up to £40,775 (consolidated) and market sector allowances (non-consolidated). Remuneration is set based on skills, experience and relevant market comparators.
