We have an excellent opportunity available for a Commercial Specialist – Utilities to join our Commercial Finance and Support Team here at Wokingham Borough Council, on a Full-Time, Permanent basis.

Are you ready to take ownership of a brand-new role and make a real impact in the energy and utilities sector? We are looking for a confident and driven Commercial Specialist – Utilities to lead on innovative energy initiatives, build strong partnerships, and help shape the council’s commercial utilities strategy from the ground up.

This is an exciting opportunity for an experienced energy industry professional to bring commercial insight, stakeholder expertise, and passion for sustainable utilities to the public sector. As this is a newly created position, you’ll be instrumental in defining the scope, direction, and long-term impact of the role.

You’ll work across the organisation and with external partners to drive forward key energy projects, identify commercial opportunities, and advise on best practice in utility management – all while representing the Council with confidence and professionalism.

Key responsibilities:

  • Management of the Council’s utility contracts (electricity, gas and water).
  • Responsible for developing and implementing commercial activities for WBC’s utilities service. This will include managing the Council’s utilities contracts, commissioning commercial utility capital projects and investment opportunities, in partnership with procurement service and processes.
  • Developing and agreeing Commercial strategies aligned to the organisation’s strategic objectives.
  • With the Head of Commercial and Financial Support, manage the development and implementation of utilities business systems, processes and policies.
  • Contribute to the identification and implementation of a programme of renewable energy generation and carbon reduction projects on the Council’s own property assets.

Candidate requirements:

  • Degree-level, equivalent relevant professional qualifications or expertise.
  • Excellent working knowledge of the political landscape, legislative frameworks, and regional and national drivers of the utility markets and industry.
  • Knowledge of the structure, operation, and regulation of utility markets, including electricity, gas, and water sectors.
  • Knowledge of commercial analysis techniques including cost analysis, time motion analysis, trend analysis, future forecasting and other business analysis techniques.
