THE ROLE

At Worcestershire County Council, the Adult Social Care Commissioners are working with a wide range of partners across social care and health to deliver our strategy – ensuring Worcestershire residents are healthier, live longer, have a better quality of life and remain independent for as long as possible.

We are looking for an experienced, organised, proactive and motivated Commissioning and Market Support Officer to join our supportive and highly skilled Commissioning Team.

Working closely with Commissioners, Quality Assurance Practitioners, providers and system partners, you will support commissioning priorities through market intelligence, performance information, stakeholder engagement and project support. You will help identify emerging trends, risks and opportunities within the care market and contribute to evidence-based approaches that improve outcomes for Worcestershire residents.

The role offers a varied workload and an opportunity to develop your skills across a broad range of commissioning activities, including:

  • Supporting the planning, development and delivery of commissioning activity across a range of adult social care services.
  • Collecting, analysing and presenting market intelligence, financial and performance information to support decision making and future service planning.
  • Supporting engagement with providers and stakeholders to help develop a sustainable, diverse and high-quality care market.
  • Producing reports, briefings and presentations to support governance and commissioning processes.
  • Supporting the development of innovative digital solutions and data-driven approaches to strengthen commissioning intelligence and market insight.
  • Contributing to service improvement initiatives, projects and programmes across the Commissioning Unit.
  • Maintaining accurate records, information systems and reporting processes to support effective market oversight and contract monitoring.
  • Support the management of purchase orders, invoices and provider payment queries and maintaining contract and financial records.

The Council encourages its people to make a positive difference and our vision and values - customer focus, "can do" culture, freedom within boundaries - are at the very centre of everything we do, and the role will provide the opportunity for ongoing professional development and growth.

YOUR BACKGROUND

This role would suit someone with experience in commissioning, project support, business intelligence, performance management, contract monitoring, health, social care or local government.

You will be a strong communicator with excellent organisational skills and the ability to build positive working relationships with a wide range of stakeholders. You will be comfortable working with data and information, using insight and evidence to support decision making and service and pathway improvements.

The successful candidate will be able to demonstrate:

  • Experience of working within health, social care, local government or a related environment.
  • Strong analytical skills with the ability to interpret and present information clearly.
  • Experience of producing reports, briefings and management information.
  • Excellent communication and relationship-building skills.
  • Strong organisational skills and the ability to manage competing priorities.
  • Confidence using Microsoft Office applications, particularly Excel, and a range of business reporting systems, plus an aptitude for working with data, developing reports/graphics for decision making and control.
  • A proactive, solution-focused approach and a commitment to improving outcomes for local people.
