Job summary
The Immunisation and Vaccine Preventable Diseases Division is responsible for the national surveillance of most vaccine preventable infections. Since April 2013, the department has an additional role in providing technical support to the Department of Health and Social Care and the NHS in planning and delivering the national immunisation programme. The department also evaluates the programmes by generating high quality data on disease incidence, vaccine coverage, age-specific immunity, vaccine efficacy and safety and analysis of vaccine policy options (with the statistics and modelling department).
The department oversees the national distribution and clinical use of immunoglobulins and supports or leads outbreak investigations. In conjunction with NHS Blood and Transplant, they are responsible for the surveillance of infections in blood, tissue and cell donors, and transfusion recipients that contributes to blood safety.
Surveillance of vaccine preventable diseases and vaccine coverage data are vital components of the evaluation of vaccination programmes in the UK. This data informs the understanding of the epidemiology of different infections and the public health impact of vaccination programmes and help develop and improve control strategies

Job description
The CONSENSUS Audit’s main aims are to compare the antibody responses in older adults receiving COVID-19, Influenza and RSV, and other vaccines as part of the current UK adult vaccination programme. These findings are regularly fed back to JCVI (Joint Committee on Vaccination and Immunisation) and are required to inform policy decisions on the UK Vaccine programme.
The post holder will lead operations and logistics of the CONSENSUS Audit and assist scientific and medical staff in the collection of biological samples and contextual data in analysis of the response to the various vaccines. The main location of the role being based in office at UKHSA’s Colindale facility, whilst also having the capability to visit sampling locations across North West London with flexibility.
This will include coordinating and sending out of specimen sampling kits to a variety of health care locations, correspondence with sampling locations and further logistical connections and administrative assistance at sampling locations. As well as correspondence with audit participants over the phone and via email to book sampling appointments. The post-holder may be required to telephone GP surgeries, laboratories, hospitals and respond to queries from the participants of the audit.
Specific project delivery duties
- Lead on specific programmes and services, particularly the CONSENSUS Audit.
- Monitor the progress of a specific project/programme.
- Evaluate and assess the impacts of risks, monitor and manage those risks and escalate risks to audit team as required.
- Provide business planning advice for CONSENSUS Audit by ensuring that project information systems are kept up to date and are in accordance to the relevant project management standards.
Initiate and implement plans, organise activities taking into account interdependencies and deadlines, making modification to plans as required. - Contribute to the production of timely and accurate reports on programme performance by producing update reports on specific project/programme area of expertise.
- Assess project performance, making decisions on appropriate actions where project deviates from project standards.
Stakeholder engagement
- Initiate, develop and maintain stakeholder relationships at all levels.
- Actively promote and carry out collaborative working across teams.
Line management/matrix management
- Line management of project officers at HEO, EO and, AO levels if relevant to post.
- Work with multi-organisational teams across the Chief Medical Advisor group, supporting other staff to deliver the audit objectives.
- Deputise for the Audit Consultant Lead.
Quality improvement
- Promote quality improvement of all aspects of the CONSENSUS Audit
- Provides input to and implements policies and procedures within the scope of the Audit
- Responsible for ensuring adherence to budget, on-going monitoring of expenditure against budget.

Person specification
Essential Criteria
- Professional experience in high level admin and/or project management/involvement
- Project Management (e.g. Prince2 Practitioner) or relevant experience managing long-term complex, multi-stakeholder projects through to delivery
- Experience of working in health projects or programmes
- Experience of managing multiple, complex projects using project management tools and techniques
- Effective communication with variety of stakeholders, such as public sector bodies, government departments, academic experts, national third sector organisations to align diverse perspectives with project aims and objectives
- Ability to provide and receive sensitive information and to communicate this to senior stakeholders and large groups
- Experience of working in projects delivered in partnerships
- Experience of working in a change environment
- Ability to manage multiple projects, to prioritise effectively with the tenacity to work under pressure whilst meeting conflicting deadlines
- Ability to motivate team members and influence others in more senior positions
