The Corporate Manager – Financial Accounting (Deputy S151 Officer) will play a pivotal role in providing strategic leadership and management of our corporate finance function.

Brentwood Borough Council and Rochford District Council have formed an exciting strategic partnership, and the Corporate Finance Team provide important support to both Councils.

About the role

The successful candidate must have the ability to work effectively under pressure to deliver positive outcomes. This is a pivotal role, responsible for financial accounting, treasury management, statutory returns, risk, insurance, systems and fraud services across two Councils.

As Deputy Section 151 Officer, you will support the statutory duties of the Strategic Director Finance, deputising in their absence to ensure the Council maintains the highest standards of financial governance, resilience, and accountability.

About the candidate

To be successful in this role, you will be a proactive finance leader who is CCAB, CIPFA, ACCA or CIMA qualified and have experience operating at a senior level within a finance function, preferably in a local government setting.

A strong understanding of financial systems, local government finance and treasury management is essential as well as the ability to inspire, empower, and motivate teams. You will also have a high degree of organisational and political awareness and the ability to influence and build strong relationships.
