Job summary
We are currently seeking a Corporate STRAPSO, SRM & Rosa Lead who will be responsible for managing/controlling access to both tier 2/tier 3 facilities potentially across all UKHSA locations. They will ensure that all personnel and any visitors are authorised, hold the appropriate national security vetting clearances and have a valid business requirement to access designated areas/systems and ensure visitors have a legitimate business need before granting access and facilitate efficient/timely access in a busy, fast-paced, customer facing environment.
This role will also require the post holder to be inducted onto the STRAP regime. STRAP is a regime that regulates access to sensitive intelligence material which requires more protective handling than is afforded by the standard arrangements for government assets. To be eligible to apply for STRAP, applicants must hold full UK Nationality or dual/multi-nationality, subject to one part being British and the other part/s to be reviewed on a case-by-case basis. Please note those whose right to work in the UK is subject to immigration controls are ineligible to apply for this role.

Job description
They will maintain strict confidentiality and safeguard sensitive customer/organisational information.
They will work with security colleagues across UKHSA and other Departments as well as wider UKHSA teams to uphold access control policies/procedures and work efficiently under pressure to meet tight deadlines. The role is vital to ensuring the safety/security and smooth operation of access to higher classification facilities and must clear and demonstrable understanding of how national security requirements and policies work across Government.
They will deliver security and compliance related programmes of work to include:
- Providing secure administrative management and control of material and environments to protect highly sensitive material and maintain accreditation requirements
- Supporting good information management compliance in accordance with policies/procedures and government standards in relation to access to and use of classified material/classified IT
- Supporting the wider security function of protecting/securing personnel/physical and information assets
- Managing routine security and accessing control secure environments in accordance with associated security standards engaging with authorities
- Providing day-to-day advice and assistance to colleagues regarding sensitive material/IT systems
- Leading on aspects of liaison with key partners across Government
- Managing/administering applications for clearances and role changes liaising with line management regarding sensitive enquiries.
- Managing/administering account applications and access to IT.
- Maintaining accurate records of inductions/de-inductions and IT accounts.
- Conducting briefings and familiarisation sessions for IT systems to colleagues of all grades.
- Managing access to secure meeting rooms and video conferencing facilities liaising with partners across government regarding clearances/related matters.
- Investigating and accurately recording security incidents/breaches liaising with the security team/other partners to resolve and provide informed security recommendations.
- Be responsible for managing financial and operational oversight including budgeting/purchase orders/asset visibility.
- Acting as the organisation’s liaison with senior stakeholders/central governance functions ensuring requirements are communicated, service usage is understood and representation at key governance forums is maintained (with delegation where appropriate).
- Overseeing user onboarding and enroller training, maintaining key records, monitoring usage and budget alignment and acting as the organisation’s STRAP/Rosa subject matter expert including training successors.
- Managing enrolment and password resets at local sites – providing local user support for Rosa including enrolment/PIN resets/key management. Maintaining key stock and handling key termination.
- Delivering Rosa training within the organisation including user enrolment and maintaining accreditation. Keeping up to date with system developments, attend refresher training and cascade new features/functionality to the user base.
- Leading the implementation and governance of information/records management at SECRET level overseeing site structure, content management, permissions/compliance. Ensuring adherence to records management legislation, managing SharePoint configuration/metadata and acting as the key liaison with Cabinet Office Rosa/internal stakeholders on information management matters.
- Managing secure device lifecycle and mobile working arrangements including issuing/tracking/returning laptops and other equipment. Ensuring secure handling, maintaining asset registers/crypto logs, supporting user setup and delivering training and security briefings.
- Working with the Rosa Service Organisation to support key material refresh and overall device management.

- Proficiency in IT systems related to vetting and security management including good knowledge in using Microsoft office

- Experience of designing, developing and delivering training in a face-to-face environment
Desirable Criteria
- Previous experience working specifically within a STRAP environment or similar high-security government or defence settings
- Experience liaising with external agencies, national technical authorities or government departments on security and vetting matters

Additional Information
The Chief Operating Officer (COO) group, where this role sits, is undergoing organisational change over the next 12–18 months. Salary Information
Civil Service: Grade 7
Grade 7 Inner: £60,494 - £70,566 per annum, pro-rata
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.

This role is being offered as hybrid working based at our core HQ in London Canary Wharf, 10 South Colonnade, London E14 4PU.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at UKHSA's core London Canary Wharf HQ.
Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Security Clearance Level Requirement
Successful candidates must pass an enhanced disclosure and barring security check before they can be appointed.

For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period. You should normally have been resident in the United Kingdom for the last 10 years as the role requires DV clearance. Incident Response Activity
From time to time, the role holder may be required to support UKHSA’s incident response activity by contributing their appropriate expertise within an Incident Cell; during such periods, supported by the line manager, this work will take priority over normal day-to-day responsibilities, commensurate with their grade, skills and experience.
