The role sits within the Finance Business Partner Team which works within the Finance, Commercial, Sustainability and Property (FCSP) Directorate, and is strategically placed at the heart of the organisation to provide project finance advice to key stakeholders and Senior Leaders across the Insolvency Service.
Job description
We are recruiting a Cost Centre Manager within the Insolvency Service' FCSP directorate. This is an interesting and rewarding role within an established team of finance professionals. The CCMs work closely with the FBPs and so gain good experience preparing them for the transition to that role.
Alongside your role, you will be committed to studying towards and completing the CIMA professional qualification within 36 mons depending on current level. This will be a contractual obligation, and the cost of study courses plus exam fees and membership fee will be fully funded.
We will also consider applications from candidates who are part way through, or have completed their studies.
The post is full time – 36/37 hours per week, depending on existing location/terms. Part time applications will be considered subject to working hours being considered sufficient to meet the demands of the role and study.
Responsibilities
Cost Centre Managers (CCMs) play a vital role in the finance function of the Insolvency Service. The primary purpose of the CCM is to own and manage anything transactional for the Directorates they support, ensuring all finance rules and guidelines are observed and supporting processes followed.
Responsibilities will include:
- maintaining a Forecast Book detailing actuals and forecasts for the Directorate, this is excel based so an intermediate knowledge of excel is required
- posting accruals and adjustments to ensure that financial records are accurate
- assess VAT appropriateness: this includes assessing whether VAT is applicable to certain transactions and ensuring that VAT is correctly applied
- maintain and update cost centre names, hierarchy structures and approvers
- highlight material variances to FBP with options for action
- maintaining a PO report: this involves working with the Directorate to monitor PO lifespans and updating a PBI report
- month-end Reporting, for example, you would be expected to own the facilitation of the checkpoint meetings: this includes facilitating checkpoint meetings with FBPs to discuss financial performance and identify areas for improvement with Directorate key stakeholders

- have a willingness to confidently and constructively challenge at all levels to achieve the right results
- be able to keep your own and the team’s efforts focused on the goals that really matter and successfully manage, support and stretch yourself to deliver agreed outcomes by being proactive and taking ownership and accountability for results, decisions and commitments
- have excellent level of excel skills, with the willingness to enhance further
- have a willingness to travel to other locations when required
Essential Criteria
You must already hold a minimum qualification Level 4 qualification in Finance or Accounting. Examples of this include a degree in Finance or Accounting, AAT Level 4, CIMA Certificate in Business Accounting (CIMA Cert BA). You must clearly state how you meet this requirement in your application.
You will commit to completing a full CIMA qualification within 36 months once a study plan has been agreed.

Hybrid Working
Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.
Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
