Job summary
The Health and Safety Executive (HSE) has established the new Building Safety Regulator (BSR) to ensure high-risk residential buildings (HRBs) are safe and to enable people to feel safe in their homes.
BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year after year, working with residents and industry to make sure everybody has a voice in achieving this goal. BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.
This is an exciting time to join BSR, and as part of this team you will be responsible for shaping an internal culture of high performance and continuous improvement and bringing about cultural change in building safety in your community and in the future.
This role will sit in the Building Safety Regulator’s expanding Corporate Support Services team and is responsible for managing the risks of fraud, bribery and corruption. We are looking for someone who can develop, implement, iterate and lead a counter-fraud strategy for the BSR during and following its transition to an Arms Length Body of the Ministry of Housing, Communities and Local Government (MHCLG).
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours over 4 days per week.
Job description
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Arms Length Body(ALB) of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established.
It has been confirmed that the ALB will be a Non-crown, Non Departmental Public Body (NDPB), and as such it’s employees will be Public Servants, rather than Civil Servants.
Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDBP to be undertaken in due course.
The BSR is committed to complying with the requirements of Government’s Counter Fraud Functional Standard in a proportionate way and is now seeking a Counter Fraud Officer who can collaborate effectively with other government bodies, embed a robust anti-fraud culture across the organisation and deliver compliance with these standards.
Reporting to the Head of Governance & Compliance and responsible to the Head of Corporate Support Services, you will develop and oversee BSR’s counter fraud, bribery and corruption strategy to ensure the organisation maintains effective governance, compliance and financial crime prevention across all operations, employees and service providers. This is a ‘hands-on’ role that involves collaborating with internal and external stakeholders to embed internal controls and delivery frameworks designed to reduce the risks of fraud, bribery and corruption.
Key Responsibilities
- Developing and iterating BSR’s counter fraud, bribery and corruption strategy, ensuring that it remains proportionate and aligned with current threat assessments and good practice.
- Developing, implementing, monitoring and reporting on counter fraud, bribery and corruption annual action plans.
- Leading BSR’s approach to detecting fraud, bribery and corruption in high-risk areas. This will involve employing a range of internal controls including identification methodology, deterrence, route cause analysis, suspicious activity reporting, prevention, compliance checking, training delivery, cross agency collaboration, detection and enhanced digital security.
- Monitoring BSR’s compliance with the Government’s Functional Standard for Counter Fraud.
- Developing and reporting on an appropriate suite of outcome-based measures and indicators which are refreshed annually.
- Owning and maintaining relevant BSR policies, such as the Fraud Response Plan and the functional standards.
- Where relevant instances are identified, lead or direct investigations into suspected fraud, corruption or other irregularities across the organisation.
- Deputising for the Head of Governance & Compliance where necessary.
Person specification
Essential Skills & Criteria
- Experience of working in a counter fraud, investigative, regulatory or intelligence arena with knowledge of relevant UK law and procedures as they relate to counter fraud, corruption and bribery
- Strong leadership skills with an ability to work with a range of stakeholders and build effective working relationships both inside and outside of the organisation.
- Excellent organisational skills and attention to detail with an ability to manage large volumes of complex information in a fast moving environment, analyse critically and make informed decisions.
- Experience of setting up and iterating internal procedures, driving change and delivering outcomes
- Effective written and verbal communication skills, with a proven ability to present information to diverse audiences and to challenge and be challenged in relation to recommendations made to senior managers
- Knowledge of risk management and an ability handle sensitive cases
- Excellent IT skills and experience of using Microsoft Office products desirable
- To become an active member of the public sector counter fraud network, led by Cabinet Office
Qualifications
You will have or be willing to undertake a qualification relevant to the role, for example CIPFA Accredited Counter Fraud Specialist (ACFS).
Achieve and maintain the Government Counter Fraud Profession competencies and professional standards.
Travel
Occasional travel for team meetings to HSE locations, including overnight stays.
