CWCA: Programme Manager
An exciting opportunity has arisen for an experienced and motivated Programme Manager to join the Cheshire & Warrington Combined Authority's newly formed Programmes Function.
This is an excellent opportunity to play a key role in supporting the growth and development of the Combined Authority, helping to ensure it is ready to successfully take on new responsibilities, funding and services as part of devolution.
The Programmes Function is being established to provide the leadership, coordination and assurance needed to deliver some of the Authority's most important priorities. Initially, the role will focus on transition and readiness activity, supporting the safe mobilisation of new powers, governance arrangements, operating models and ways of working. Over time, the role will contribute to a wider portfolio of strategic programmes that deliver benefits for residents, businesses and communities across Cheshire and Warrington.
We anticipate recruiting to more than one programme-focused role within the Combined Authority and are keen to hear from candidates with experience in IT programme delivery, digital transformation and change management as we establish and develop our IT and digital infrastructure. If you have experience in these areas, we would welcome an application from you.
This role is hosted on behalf of Cheshire West & Chester Council on behalf of the Combined Authority.
Based in Warrington, with travel across the Cheshire & Warrington sub-region.
Working alongside colleagues, partner organisations and stakeholders from across the region, you will lead complex programmes from design through to delivery, ensuring outcomes are achieved and benefits realised.
We are looking for someone who can:
- Lead and coordinate complex programmes and change activity.
- Build strong relationships with stakeholders and partners.
- Navigate ambiguity and manage competing priorities.
- Identify and manage risks, dependencies and delivery challenges.
- Maintain a clear focus on outcomes, benefits and successful delivery.
Most importantly, you will be passionate about public service, motivated by the opportunity to help shape a new organisation, and committed to delivering meaningful change that makes a positive difference across Cheshire and Warrington.
No candidate will meet every desired requirement. If your experience looks a little different from what we've identified and you believe you can add value to the role, we'd love to hear from you.
