We’re looking for a dedicated Cyber Security Risk Manager to join our team. The primary focus of this post is as HMRC’s lead for assessing Cyber Risk and identifying improvement actions to mitigate it.
Working within the Enterprise Security Risk and Resilience (ESRR) function, you’ll provide expert oversight and challenge and support the Chief Security Officer’s vision of establishing security as a Board-driven concern aligned to HMRC’s Enterprise Security risk theme.
Job description
The primary focus of this post will be on Counter Internal Fraud, working to the Head of Security Policy, Risk and Control.Enterprise Security Risk and Resilience (ESRR) in HMRC Security is responsible for owning and managing the enterprise level Security risk theme, setting and assessing the departmental security risk appetite and tolerance and defining the associated security controls, including security policies and standards.
The Cyber Risk team sits within ESRR, gathering and analysing data to assess HMRC’s Cyber risk. Cyber Risk is part of ExCom’s overall Security risk theme and your work will contribute to keeping ExCom informed on the overall risk level, as well as work underway to address that.
As the Cyber Risk Manager you will have day to day responsibility to oversee HMRC’s Cyber risk, developing and maintaining relationships with stakeholders to gather information, monitor improvement work and provide support to the security risk management community. You will also be part of the overall management team for risk and control, and contribute to reporting to ExCom on the level of security risk.

Main responsibilities:
- To develop and maintain close working relationships with stakeholders to obtain high quality security risk data.
- Analysis of cyber threats landscape and controls effectiveness to set the Cyber Risk level.
- Leading the Cyber Risk Lead to measure effectiveness of risk measures and controls.
- Identify and monitor mitigating actions to reduce HMRC Cyber Security risk level,
- Creating effective networks inside HMRC Security and work with Business Group risk colleagues to educate and ensure a joined-up approach to risk management.
- Strong organisational skills are a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions.
- Day to day management of the Cyber Risk team (2 SOs).
Essential Criteria:
- Detailed knowledge of NIST Cyber Technical standards and controls.
- Proven ability to translate complex cyber issues to non-technically trained colleagues.
- Strong organisational skills, ability to prioritise and manage workloads, analyse complex information.
- A confident communicator, both written and verbal and confident managing communications at all levels as the role requires regular briefing to senior colleagues.
- Strong stakeholder management skills.
- You must be able to show evidence that you are organised and can run a number of areas of work concurrently.

Leeds Locations

Hybrid working at HMRC
