The Role
We’re recruiting for a Data Management Manager here at Justice Digital, to be part of our warm and collaborative Probation & Electronic Monitoring - Data Strategy and Transformation team.
This role sits within the Probation and Electronic Monitoring (EM) Data Strategy and Transformation team, where data plays a vital role in protecting the public, supporting rehabilitation, and enabling fair, evidence‑based decisions.
As SEO Data Management Manager, you will help shape how probation and EM data is looked after, understood and used. You will work closely with policy, digital, analytical and operational colleagues to improve data quality, clarify ownership, and support better use of data across services.
This is a collaborative role, suited to someone who enjoys working with others to solve problems, build confidence in data, and turn complex requirements into practical, workable approaches.
What you’ll be working on
You may be involved in:
- Improving how probation and EM data is defined, owned and assured
- Supporting data quality and data management improvements that make a real difference to operational decision‑making
- Contributing to transformation activity, including new systems, services and ways of working
- Helping teams adopt clear, proportionate data standards and guidance

Key Responsibilities:
- Lead and deliver data management activity across Probation and Electronic Monitoring, balancing day‑to‑day priorities with longer‑term improvement.
- Work closely with operational, policy, digital and analytical colleagues to embed effective, proportionate data management into everyday ways of working.
- Improve the quality, consistency and trustworthiness of probation and EM data by supporting clear standards, guidance and assurance approaches.
- Help identify and manage critical data assets, ensuring ownership and accountability are clear and understood.
- Support the development and use of data management products such as data catalogues, definitions and data quality approaches, adapting them to operational needs.
- Incorporate data governance and risk management into routine processes, escalating issues where appropriate.
- Act as an advocate for good data management and data literacy, building capability and confidence across teams.
- Support senior colleagues in shaping priorities and planning future data management activity within the Probation and EM portfolio.

Person Specification
Essential Experience and Skills
- Experience of working in data management, information management or a closely related area, within a large and complex organisation.
- A practical understanding of data management concepts such as data quality, data ownership, governance and lifecycle management, and how these apply in real‑world settings.
- Experience working with data and data systems, and confidence engaging with technical and non‑technical colleagues about data issues.
- Strong collaboration and stakeholder‑management skills, with the ability to build trusted relationships and bring people with you.
- A delivery‑focused mindset, with experience of taking ownership of work, prioritising effectively and seeing things through to completion.
- The ability to adapt your approach in response to changing priorities, emerging risks or new information, while keeping sight of overall goals.
- Clear and inclusive communication skills, with the ability to explain complex ideas in plain English.
