Job summary
We are seeking an ambitious candidate to join us as a Data & Reporting Analyst within the new Building Safety Regulator (BSR).
The BSR is a key part of the Government’s reforms of building regulation and fire safety following the Grenfell Tower tragedy. The BSR will be responsible for delivering the new, more stringent regulatory regime for higher-risk buildings (HRBs) in England; overseeing the safety and performance of the wider built environment, overseeing the building control profession; setting technical standards and providing technical advice to industry and Government; and helping to improve the competence of professions and trades working on buildings.
This role will sit at the heart of the new Building Safety Regulator (BSR), providing operational insight and performance management through analysis, synthesis, review and reporting of data across multiple operational workstreams. This includes qualitative and quantitative analysis and management of current and future demand profiles and resource forecasts in addition to the creation of Management Information reporting for internal and external stakeholders.
The postholder will report to the Operational Performance Lead and will support the ongoing development of our operational performance management framework across multiple operations in BSR.
The postholder will also collaborate across operational and policy teams in order to improve the delivery and consistency of operational performance reporting. The postholders focus will be havily based within analysis and recommendations for operationla teams.
The postholders direct reports will consist of (at least ) 1 FTE Operational Performance Analyst.
The postholder will also be responsible for contributing to the continuous improvement of operational performance across BSR.
Working pattern
Part-time working hours are available for this role. We can accept part-time applicants who can commit to working a minimum of 30 hours per week.
Travel

Job description
The government announced on 30 June 2025 that the Building Safety Regulator (BSR) is to become an Executive Agency of Ministry for Housing, Communities, and Local Government (MHCLG) and will be moved out of HSE. This is the natural next step in the development of the regulator and was always a likely outcome once BSR was established. It has been confirmed that the ALB will be a Non-crown, Non-Departmental Public Body (NDPB), and as such its employees will be Public Servants, rather than Civil Servants.
Any successful candidates recruited to this vacancy will initially be onboarded to HSE, with a move to the new NDBP to be undertaken in due course.
As a Data & Reporting Analyst, your main responsibilities will include:
- Creating Management Information Packs for Operational Leaders, monitoring operational performance KPIs, trends and risks to ensure senior leadership have the right information to make tactical and strategic decisions based on up to date and accurate information.
- Design and build reports in PowerBI for all operational branches of BSR, engaging with stakeholders/users by delivering clear and prompt communication.
- Conduct and provide Statistical Analysis to support the ongoing forecasting processes, including scenario analysis and sensitivity analysis when required.
- Providing ad-hoc data insights where emerging trends indicate management require additional information for effective decision-making.
- Collaborate across operational and policy teams to help improve the delivery and consistency of the operational performance reporting.
- Review and audit data to ensure it is correct, raising issues and areas for action as required.
- Line Management of Operational Performance Analyst(s),managing their development ensuring that learning and development activities align with strategic priorities for the service.

Essential Skills and Criteria
- Demonstrable analytical and numerical skills with a keen attention to detail.
- People management skill and the ability to support and develop junior members of the team.
- Advanced knowledge of Microsoft PowerBI including the joining and manipulation of large datasets through PowerQuery and DAX to design and deploy operational dashboards.
- Advanced Microsoft Excel skills to manipulate, manage, analyse and present data, including knowledge and experience with Pivot Tables, Excel Functions (such as VLOOKUP, HLOOKUP, INDEX, MATCH, COUNTIF, IF, etc), Macros and basic VBA.
- Ability to present outputs (tables, charts, slides, etc) in an accurate, user-friendly and consistent manner, with professional presentation.
- Planning, co-ordination and organisational skills with the ability to meet challenging deadlines.
- Ability to adapt to an ever-changing environment and react quickly to emerging challenges.
- Demonstrable decision-making skills with the ability to use own initiative.

Interview Information
The Interviews will consist of 2 stages, please see below for further information:
Interview 1: This will consist of a Technical assessment, where you will be scored and assessed on the Technical Skills listed in this advert. Please see below further information in relation to both stages if you are successful at sift:
- You will be sent a Technical task 5 working days in advance of your interview, this assessment is to be completed in your own time and then presented back to the panel during interview stage 1. This will typically last 15-20 minutes.
- You will undertake a Technical assessment during your interview alongside the task you have been sent. This will typically last 45 - 60 minutes.
